Washington, DC – An inmate at the DC Jail on Tuesday became the first incarcerated person ever elected to office in the nation’s capital. Joel Caston was elected on Jun 15 to be the advisory neighborhood commissioner for District 7F07, which includes the correctional facility, a women’s shelter, and a recently-opened luxury apartment building, NBC News reported.
Caston, 44, has been incarcerated for 26 years. He was locked up at 18 for the murder of 18-year-old Rafiq Washington, whom he was convicted of shooting in the parking lot of a Chinese restaurant in DC, The Washington Post reported.

Excellent. He can have the people in the luxury high rise apartment move out and all the inmates can move in. All in fairness, diversity and non racist. Dontcha just love it

Cities and states get all sorts of federal goodies and can count the prisoners as locals which helps out in congressional districts. There's money in them prison systems.

I find it hard to believe that someone in jail for murder, can run for a public office, but can't vote in elections. Who are these people who voted for this guy? Did they know he was in jail, or did they vote for him because he was in jail. However, when one thinks about it, most of criminals in public office in D.C. should be in jail.

I read the article. He should be released in 6 months. This might be his path for a new life even if it is an unpaid job. Several prisoners competed for the job.

He would represent a substantial percentage of DC residents. Face it, those living IN the 10sq miles are either behind high security or living off benefits. Of the second group, how many have at least one night in jail. THAT is his constituency.
