Murky has it backwards. Authority is delegated (not ceded) from the Oval Office to the executive branches. The OO retains responsibility for responses, this can enable or disable delegated suthority at will

We need to get a larger majority in the Senate so her, Collins and McConnell's votes and opinions don't matter.
