Senate Majority Leader Chuck Schumer said the talks had made 'good progress' on Thursday on a package that would include money for Ukraine, Israel and Taiwan and would bolster border security measures in exchange. Black smoke was seen coming from a ConEd plant in Brooklyn as power outages were seen across New York City. The outages happened just after midnight on Friday and footage captured shows plumes spreading from the facility. A momentary power cut across New York City then followed with lights seen flickering for a few seconds. Most electricity is back up and running.
