Driving through Manhattan could soon become more expensive for drivers in New York City, as transportation authorities there have approved a congestion pricing plan. Some critics have criticized the move because it does not exempt taxis and Ubers, passing the cost along to those who don't drive.[SNIP] While it would require most drivers to pay a $15 base fare for entering the central business district south of 60th Street in Manhattan, there will be discounts available for low-income drivers.

Just forcing more people to use the dangerous failing subway system. Safety is not a big issue in NYC. Sucking as much money from their unfortunate taxpayers while providing nothing of value is their only consideration.

NYC looking for new ways to collect revenue. It's a tax. It won't cut traffic any, but it will raise money for NYC. I would ask if NYC had an occupation tax for anyone living outside the city but working there, but they probably already have one.

Just a money grab. No one is joy riding in Manhattan. You already pay outrageous tolls (and the money is supposed to go to the MTA) there is a surcharge tax on Parking - 18%.
The subways have become dangerous and I’m a lifelong NYer riding it alone since 1969.
Can’t wait until the costs hit those clambering for this. Surcharges on cab rides an Uber rides Amazon deliveries and all your groceries. Surprise!

As I have said, the rich folks do NOT like the damned peasants slowing them down, or using up any of 'their space' or 'their resources'.
Actually, the want most of us dead, but pricing us out of "their space" is a good start.

Riding the subways around mid and downtown is quite safe. Very cheap. If you’re thinking of driving in Manhattan for a day trip one word of caution: don’t. It takes forever to get anywhere and parking is very expensive and inconvenient. If you park in Manhattan at a garage it can take as long to retrieve your car as it would for a nice meal or a play. If you’re staying overnight at a decent hotel it’s still rather expensive but convenient. Despite the reports it still isn’t like the ‘70’s or ‘80’s in NYC.

How is this charged? Will there be a wall around the city? What happens if you don't have a pass? I guess it will give the police something to do since they don't have anything else.

'Discounts for low income drivers' translates to ' discounts for blacks', but it's never written that way, for some reason. At the way they tax and add fees to working people, that's going to be your new class of low income people!
