ABILENE, Texas — The City of Abilene will begin enforcing the limited shelter-in-place more aggressively this week. City Manager Robert Hanna said if non-essential businesses don't shut down, the City may have to pull their certificate of occupancy, which means they'd lose their power meter.
"Please do what we're asking you to do," Hanna said. "We're not doing this because we want to hurt y'all. We're not doing this because we want to hurt the economy. We're doing this because it's a public emergency, and we need people to take it seriously."
The City is also expecting revenue issues going forward.

Unless my search function messed up, there are no such terms as "shelter-in-place" or "lock down" in this document.
Avoiding certain activities and establishment does not entail punitive actions if you do. Local officials are out of control.

As of now it looks like they have 31 cases and 1 death attributed to Wuhan flu. I bet they have had more injuries and deaths from traffic accidents over the last 3 weeks.

Yep. Abilene has a little over 170,000 pop. in its metropolitan area, with 31 cases of the China virus and one death as of 11:49 a.m. (CT). The one death was a resident of the Disability Resources, Inc., which is a group home setting for people with mental disabilities. She was in her 40s with 'underlying medical issues.'
So the city manager (appointed by the City Council, not elected) likes to swing his weight around, be important. FTA: "We're not doing this because we want to hurt y'all. We're not doing this because we want to hurt the economy. " Whether you want to or not, that is what you are doing. Assisting with the strangulation of the local (and national) economy. Preek. I bet the (elected) city council members are getting an ear full about this. Pulling occupancy licenses and cutting utilities. Absolutely disgusting little jerk.

Is a city manager elected ? Can a city manager be FIRED by someone who is?
How about an ad in the city newspaper.
City Manager required. Salary negotiable. Tin Pot Dictators need not apply.
Maybe they can solve their revenue issues by cutting some Tin Pot Salaries.

is not an "ask".
It's a demand.
America does not need the Constitution less during a crisis.
The Constitution is suppose to protect the people

Besides being about the eastern end of West Texas and the cattle/oil business that entails, Abilene is also home to three Christian colleges, all now emptied which is a big old kick out of the local economy. I guess the City Manager wants to knock it down again.
