This scenario could best be described as state-sponsored hush money. It´s as if a guardian or executor has been tasked with disbursing funds from a trust fund, at their will, to take care of a little spoiled brat, problem child that rich family don´t want around anymore. As the problem child creates, ahem, problems, the guardian dispenses money to clean up the mess. The, "pretend to be still employed" tactic, to cover the dispersal, may show this has happened before and will happen again. The source of the money is definitely a point of scorn and condemnation. A suspect is in custody following an explosion at one of New York City’s busiest transit hubs in Times Square during Monday morning’s rush hour, police said.
