House Speaker Paul Ryan says bump stocks – devices that can effectively turn semi-automatic rifles into fully automated weapons – should be addressed through a ´regulatory fix.´ The devices have drawn attention because a dozen of them were found among the arsenal of the killer in the Oct. 1 Las Vegas massacre. Legislation has been introduced in the House and Senate to ban their sale. But Ryan says addressing the issue by regulation instead would be ´the smartest, quickest fix.´ He also questioned why the Bureau of Alcohol, Tobacco, Firearms and Explosives approved the use of bump stocks during the Obama administration.
Seems Ryan needs a lesson on the Constitution. Legislators write laws, the executive branch enforces them. If ATF said the 2006 law didn´t regulate these devices, Congress has the option to pass another law that does. Our system is not designed for "quick fixes", it is designed to distribute, check and balance government power. If you want them banned Mr. Speaker, pass the bill instead of passing the buck!

Although I’m familiar with many types of firearms from youth, long before and during Army Infantry training, I never used or saw a “bump stock”. They would seem to be pretty much useless other than for mass murder where accuracy is not important. However, friends more familiar than I tell me that a “bump stock” is not necessary to use a semi automatic rifle such as an M1A or M-16 rifle into something like full automatic. It involves holding the rifle waste high, hooking your thumb into a pocket while holding the trigger on, and forcing the weapon forward with the other forearm.

Correct. And more to the point, legally defining a "bump stock" is very difficult for the reason stated. Basically anything that could be harnessed to use recoil to push the trigger against the finger would work.
Hence, any law against butt stocks have to be very general, and start a rapid slide toward prohibition of all semi-automatics.
The "why" is extremely simple. It is because of the clear definition of an "automatic weapon".
The official, legal definition of an automatic weapon (machine gun) is that it is a weapon that can fire more than one shot for each pull of the trigger.
With a bump stock, the system lets the recoil of the gun permit the person to pull the trigger very quickly, so each shot is fired by a single pull of the trigger. Therefore, the device, by the long standing legal definition of an automatic weapon, does not create an automatic weapon.
Be worried about how they define a "bump stock". They might get to where anyone who can pull the trigger "too fast" would be breaking the law. How fast is too fast? One shot per hour? One shot per minute? One shot per second? Any skilled shooter can fire 2 or 3 shots per second with a semiautomatic pistol or rifle, although hitting anything that quickly is a whole different skill. Most would just miss quickly.
Is 2 or 3 shots per second "too fast" to be legal? Do they want to put timers on your guns?
I can see Feinstein now "Why would any normal person need to shoot more quickly than one shot per 20 seconds? Deer hunters don´t need rapid fire guns."

Standing on the edge of another slippery slope. A bump stock is NOT an automatic weapon, without any doubt. I don´t want one, but I don´t want it to be a camel´s nose under the "shooting too fast" tent, either.
To think that they thought they defanged the 2nd Amendment in 1934. Seven gangsters were killed with "two" submachine guns and shotguns so they regulated automatic rifles out of existence. Poof! There went the Militia portion of the 2nd Amendment. Now it will be bump stocks. Of course it will be unconstitutional, just as it was in 1934, but that won´t matter. They could go after the bad guys but they prefer to punish us.

´The phrase "well-regulated" was in common use long before 1789, and remained so for a century thereafter. It referred to the property of something being in proper working order. Something that was well-regulated was calibrated correctly, functioning as expected. Establishing government oversight of the people´s arms was not only not the intent in using the phrase in the 2nd amendment, it was precisely to render the government powerless to do so that the founders wrote it.´
This is just a ´back door´ to ban more of our second amendment rights. It is such a shame to see so many in the republican party (and on this site) agree with the democrats on this matter, including Lyin Ryan of course.
