The Army Corps of Engineers and NOAA along with FEMA and various military/civilian groups have been on the ground in Puerto Rico and the US Virgin Islands almost since the hurricane ended opening airports (7 opened back up so far) and accessing, clearing harbors so that relief vessels and planes could get in with supplies, and accessing damage to the power grids and working to get power to vital services either through repairs or through generators. The infrastructure must be secured before ANYTHING can happen or else you are putting our people at risk when they are trying to help the people in most need.

Whether or not it fits in precisely with Alinsky’s “RulesForRadicals,” it appears that the Left, not having any compunction about distortion and outright lying, uses sensationalism to grab the attention of the electorate to distract and/or destroy an intended “target.” Sensationalism tends to embed itself in the mind-set of people and can be used to manipulate the electorate, especially low-information voters. A case in point is this accusation of an alleged inadequate response to Puerto Rico’s devastation; the Trump administration’s responses to Harvey and Irma were so outstanding that no criticism could be made so media coverage was “crickets.”
#4, the Clinton Foundation already has 100´s of millions but you´ll notice that they have not donated one penny to relief efforts in Puerto Rico, or Texas, or Florida.
Meanwhile, PDT wrote a personal check for a cool million to relief aid in Houston. And let´s not forget that in 2016 when Baton Rouge was suffering massive flooding, then candidate Trump arrived on the scene with an 18 wheeler full of relief supplies and a huge personal check. Illary never set foot in Baton Rouge at all and in fact, pretty much ignored the whole disaster.
