Of course they do, not through any legal purchase, but through the black market, exchanging use of the cards for illegal drugs.

In Hawaii several years ago, I saw food stamp recipients buy groceries for drug dealers in exchange for meth and heroin. It was an epidemic in the village of Pahoa, and no doubt in other places too.

The left flipped out when Maine tried to put photos of the recipients on the EBT cards. Only one reason for that...

Fifty cents on the dollar is the going rate for food stamp allotments. (The is a rapper who calls himself 50 Cent - he has a droll sense of humor.)
And if the recipient says she lost her EBT card, a new one, with a new allotment, is issued, in many jurisdictions.
If we wanted the fraud to slow down, we would put a photo ID on the EBT card.
The Rescue Mission in Syracuse, N.T. just had about 15 cases of synthetic marijuana OD today. Guess how the residents paid for it.

I just put Home Depot on my preferred list.

Sadly #5 is right. We heard this when we lived in the crime infested neighborhood. The guy traded his 8 year old daughter for dope. The damn drug dealer raped her of course. Never hit the news. That was because even in the 1980´s it was not allowed to tell bad news from the black neighborhoods.

Too bad they can´t purchase things like soap, detergent, and toilet tissue instead of wedding cakes. While this sounds good, many of the elderly and disabled will lose much needed help.

I have heard of the people who are on WIC selling the generous allotment of milk, baby formula (a big-ticket item) and baby food so they can use the money for other things.

In the HBO "Wizard of Lies" about Bernie Madoff, there´s a scene where he tries to get Ken Langone to invest with him. Langone asks him a few questions, gets suspicious, tells Bernie off and walks out.

Apparently, Mr. Langone recognizes scams when he sees them.

There was a time in this country that farmers were given a allotment of how much of a product that they could raise. And with an specified amount of more. Then the government bought up the over raised food products and used them to simply GIVE AWAY FREE to those in need. All you need was to go and get them. But, the "leaders" in the black communities raised hell about that. They stated that having people go get the food was degrading. So, the congress came up with the food stamp. Now those were actual paper coupons used to purchase food items at the grocery store. But, it didn´t take long to unbelieveable fraud ran rampant through the system. So, that when the SNAP card was invented. It was supposed to be able to keep fraud out of the system. But, (lots of that words) again it didn´t take long for fraud the raise its head with this one. And that´s where we stand today. What the politicians can´t seem to understand is the simple fact that no matter what program they come up with, there will be someone to find a way to get hard currency for whatever the government puts out there. Those people look at those things as just another type of money!

Howie Carr has done segments on his radio show on this for years. EBT cards are sold for $.50 on the dollar, and the cash used for manicures, clothing, tattoos, travel, alcohol, drugs. And that´s not even counting the fact that purchases with EBT cards are not restricted to reasonable, nutritious foods, so the cards are used to buy lobsters, sirloin, junk snacks and soda drinks.

The community based food banks aid and abet this theft from public funds. When the poor sell or misuse their EBT cards, they turn to the food banks to feed themselves and their children, and the food banks in turn issue pleas to the residents and businesses who are already paying through their taxes to make sure the poor can put food on the table. If all the food banks would shut down, maybe the poor would start using their EBT cards for the purpose intended -- food.

ST. LOUIS - The insurance company for the city of Ferguson, Missouri, paid $1.5 million to settle a wrongful death lawsuit filed by Michael Brown´s parents, the city attorney said Friday. Attorney Apollo Carey disclosed the amount in an email in response to an open records request. Former presidential nominee Hillary Clinton came out swinging in a tweet Friday, saying if Senate Republicans pass their current healthcare bill, they will become the “death party.” Clinton’s post referenced an article from the Center for American Progress, an independent nonpartisan policy institute, which cited Harvard researchers as saying “the Senate bill could result in 18,000 to 28,000 deaths in 2026.” (Snip) The tweet from Clinton follows an earlier tweet urging her supporters to "speak out against" the bill.
