Vice President Joe Biden delivered a passionate speech at Portsmouth Naval Shipyard in New Hampshire, vowing to bring Islamic State terrorists to justice. Mentioning the deaths of American journalists James Foley and Steven Sotloff, Biden referred to the Islamic State terrorists as “barbarians” for beheading them on camera.
