A bin bag of cats´ heads has been found on a street in "an extreme example of animal cruelty". A council cleaner in Manchester was called to the "sickening" incident in an alley just off Wilmslow Road, a spokesman for Manchester city council said. He added that the area was known as "Curry Mile" as there are lots of Indian restaurants, but said the council is not connecting the incident with any local business. The spokesman said the incident could have been "maliciously" or "racially motivated". There are believed to have been four or five heads in the bin bag. On its Facebook page,

Calls for voluntary submission of weapons do not particularly aim at members of criminal gangs. Instead, they are the target of other actions launched by Foreign Policy Deputy Minister José Vicente Rangel Ávalos. The idea is that civilians in possession of fire arms because they either inherited or bought them for their personal protection surrender them to the authorities under this special plan, explained Minister of the Interior and Justice, Miguel Rodríguez Torres during the first day of the National Disarmament Plan which will be enforced until 2015. Rodríguez Torres informed 50 fire arms were delivered on the first day. The minister of

California Gov. Jerry Brown is channeling the "progressive spirit" of California in his latest act as governor. Turns out he just signed a bill that would give $3 million in grants to non-profits that would offer unaccompanied alien minors legal counsel- which is $1 million more than what the federal government planned to give in grants nationwide. Gov. Brown´s office released a statement Friday on the matter: “Helping these young people navigate our legal system is the decent thing to do and it’s consistent with the progressive spirit of California,” said Governor Brown when the legislation was introduced last month with the support

Border Surge: Secretary of State John Kerry warns of a new surge of illegals, just as Central America is being hit by a new wave of epidemics. No doubt about it: President Obama´s open-borders policy is exposing us to disease, too. In a background press briefing at the U.N. last Tuesday, a senior State Department official said Secretary of State John Kerry told his counterparts from Guatemala, Honduras, El Salvador and Mexico that the pause in minors coming across our southern border was temporary, and that "we have to use this time to put in place more efforts, greater efforts to

¡Viva el consumismo! Cuban perfume producers are capitalizing on socialist revolutionary Ernesto "Che" Guevara´s endless marketing appeal — with the fresh scent of guerrilla warfare in a bottle. The new men´s cologne "Ernesto," which will be presented at a convention in Havana this week, goes to show that even if you fight and die for communism, your likeness might show up on the check-out line. The product will debut alongside another fragrance, "Hugo," in honor of late Venezuelan President Hugo Chavez. Cuban biochemist Mario Valdes, who led the team that designed the scents, said the project was a "great challenge." "We didn´t want to create

"In Venezuela, Leopoldo Lopez," said Obama before referring to other leaders in prison in places such as Burundi, Egypt, China, and Vietnam. "They deserve to be free. They ought to be released."

Naomi Klein is by all accounts a wonderful person – warm, low-key, modest, committed and enormously hard-working. She also looks terrific in a crisp white shirt, which is what she wore for a recent photo shoot for Vogue. Not that there’s anything wrong with that. Vogue is interested in fashionable intellectuals, and right now there’s no intellectual more fashionable than Ms. Klein. She told Vogue that her new book, This Changes Everything, is “a book about climate change for people who don’t read books about climate change.” Ms. Klein and her new book are being written up everywhere. For President Obama, the color of a man’s skin is far more important than the content of his character. On the night when a police officer was shot in a Missouri town torn by racial strife, the president donned a shiny tuxedo to attend a ritzy black awards dinner, where he said police nationwide are to blame for community mistrust, even claiming that “most Americans” think the country is racist. Remember, when Ferguson exploded in racial rage in August, Mr. Obama chose not to curtail his 15-day vacation, spending day after day on the golf course in the white-skinned, white-wined, millionaire playground

The new rules would ban profiling based on religion, ethnicity or sexual orientation and includes no exemption for national security investigations, the Los Angeles Times reports. The announcement of the new policy to crack down on law enforcement profiling was delayed for several months because of White House
