I believe the family is looking for new upscale living arrangements....perhaps in the suburbs. All paid for by the tax payers of NY.

Why Yes, #2, They are demanding a better apartment. Apparently they found a 4 bedroom with security. The little tyke is demanding her own room and a puppy.
