A smiling Governor Rick Perry of Texas announced that Space Exploration and Technologies Corporation (SpaceX) will build the world´s first private commercial rocket launch facility on an isolated beach near Brownsville, Texas. Texas appear to have “bought the deal” by offering an $100 million economic incentive package. However, many Southern Californians are appalled that after multi-billionaire SpaceX Chairman Elon Musk suckered the state Legislature into a wildly advantageous crony capital tax exemption for SpaceX, Musk would take his next slurp of crony capitalist cash from Texas. Perry announced that Texas offered SpaceX an incentive package of $15 million in cash

I´m not sure this captures the story. You cannot launch from California; you can from the Texas Gulf Coast. That is the primary driver.

You need power and lots of isolated land for a launch site with open water to the East. You also need a way to bring launch vehicles by water to the launch site. You´ve got power available from a nuclear site that has been adding trains and can rapidly build a gas cogeneration facility the will provide electricity and steam to run AC and hot water. If SpaceX is buying land, TX is already seeing income tax receipts from those selling. Maybe they´ll buy the NASA Space Center in Houston for dimes on the dollar.
