Yes it does Jan and you have to be stupid not to know it does. It is a war crime to put civilians in the line of fire the way Hamas does. If you extend the "logic" of your statement the Israelis could never act against those that are firing at their civilians. Jan I can´t believe you are truly that stupid even though you work for the State Department. So what are you doing?

Here´s a solution. The UN should refuse to engage in any area that uses such tactics and make it EXTREMELY public. If they don´t provide a shield area (school, etc.) it cannot be abused and there will be no military response.

Of course the UN will never make such a rational choice because they are just a smidgen away from supporting terrorists themselves. They certainly cannot differentiate between a peaceful democratic society that gives citizenship to the Arabs among them (Israel) and a terrorist organizations whose primary focus is to kill ALL Jews (Hamas, Hezbollah, Muslim Brotherhood) and certainly don´t care much for Christians either.

The UN has NO credibility as an "honest broker" in the world.
