Chicago - Sewage gushed up Lori Burns’s toilet. It swept the floor. It wrecked the water heater, the deep freezer, her mother’s wedding veil. This basement invasion was the third in five years. Burns, 40, could no longer afford to pay a cleanup crew. So she slipped on polka dotted rain boots, waded into the muck, wrenched out the stand-pipe and watched the brown water drain. The South Side native, a marketing specialist, estimated damages at $17,000. And that did not include what she could not replace: the family heirlooms, the oriental rugs, her cashmere sweaters. The bungalow had flooded four times from 1985 to 2006, when her parents owned it.

Who built the apartments? Is it low-income housing, a "gift" of the government?

Is this about the EPA, Chicago branch?

They can´t even prove how the climate is changing, warming, cooling, wetter, dryer (droughts), let alone assigning a cause. The "science" of global warming has become a liberal with some type of degree typing up a speculation about some weather event. The whole point is to extort money. Your basement floods? Let´s get someone else to pay for it. You want an academic career? Let´s get money for global warming research from the government. Your crops had a bad year? Go after global warming.

No proof mind you, just speculation. Someone manages to PROVE you are wrong? Dream up a new speculation. Somehow all the erroneous speculations seem to be ignored. Why do we keep listening to people whose only ability is to make mistakes?

A sensible article if you ignore the Climate-Change-World-Will-End nonsense which is forced into nearly all stories today?

The rest seemed OK. It described the general problem and what the city says they are doing to fix it. If the numbers given are correct 2015 should see a marked reduction in problems.

It also tells us Ms. Burns has taken steps herself They included altering the drain plumbing of her home, rain barrels, etc. It is not an apartment or public housing, it is a home she owns.

Chicago was tagged by the EPA 10 years ago to fix its rain water management plan.

It didn´t, and is now facing pretty hefty fines. Now it is engaged in a frantic exercise in renovating rooftops into green roofs in order to slow the rain runoff into the sewers.

So now we´re to believe that local mitigation of greenhouse gasses will stop local changes in weather patterns. That is climate change? I live in North Texas, experiencing a draught so I guess if we were more like Chicago it would rain a lot more? BS is cheap down here, maybe we can trade some for some of that brown water.

A drain system that carries both rain water and sewage is the problem. They must be kept seperate. Other old Eastern cities have the same problem, and it´s not new.
