Note that the Times´ view is that Cuomo is hobbled not by a lack of ethics, but by the investigations into the corruption.

And Cuomo does what any corrupt politician would do: appoint a ´blue ribbon commission´ to "root out corruption".
The commission´s job would be very easy if they´d simply start at the top.
Like the man said, "If you want to kill a dog, you don´t cut off it´s tail - you cut off it´s head."
