SAN SALVADOR, El Salvador -- Every day, as she travels to the food stall she operates, Mirna Isabel Villalta crosses an invisible but dangerous boundary. Her modest home is in a part of San Salvador controlled by the Mara Salvatrucha, a gang so ruthless and sprawling that the Obama administration has labeled it an international criminal organization. Her food stall is in the city center in an area controlled by Barrio 18, a gang that despises the Mara Salvatrucha. She knows she’s breaking an unspoken rule. “You can’t go from one barrio to the other,” Villalta said. But she does. Every day. And

It isn´t so hard to solve. When gang members commit serious crimes, start executing them. And don´t stop until there are none left.

The word is out to the media. Start running daily stories about how awful life is in San Salvador, Tegucigalpa, and Guatemala City. Generate sympathy for the invaders and treat the Americans like they are the criminals.

Elections: The city of Los Angeles is considering paying voters to encourage turnout. Needless to say, it´s a ridiculous idea that will reward low-information voting, foster political demagogues and breed corruption. Sure, some in the political class will say what´s not to like? Higher voter turnout sounds good and, more to the point, the political left likely will benefit from paying people to vote. This is what´s done, officially or not, in places like Venezuela, Central America and southern Mexico, where the political class doles the goodies and subliterate voters sell their votes for bags of beans. Leadership: Texas Gov. Rick Perry smiled confidently for his mug shot, as if to signal he would prevail over politicized big government. In fact, that may resonate as a campaign theme for voters weary of the same abuses. Until now, the prevailing "narrative" was that a governor under indictment on two counts of "abuses of power" would be political toast. Because even if the charges were baseless, as these are, the mug shot and the screeching headlines would bring certain opprobrium. It certainly happened that way for now-exonerated House leader Tom DeLay, whose career was ruined by the same tactics

Holder, during remarks in Washington, confirmed the "open criminal investigation" into Foley´s beheading, which was recorded and posted online this week.
