Actually - he´s not entirely correct. The ruling was on the application of mandates written by HHS ... not by Congress.

What Congress can do - is amend ACA and remove the section that allows HHS to write any mandates at all.

My constant complaint is Congress passing laws that let unelected political appointees write regulations.

By Congress allowing these unelected political appointees to write regulations is in reality ceding some of their Constitutional authority to write legislation to the Executive Branch who hires and oversees (and directs) those unelected political appointees.
