UP to £500million a year spent by the NHS on treating migrants is to be clawed back in a new crackdown on welfare tourism. The Government yesterday unveiled an initial scheme designed to reward health trusts that reclaim payments for caring for EU patients. Under the plan, a trust can expect a 25 percent bonus for each treatment claimed for. The shake-up follows concerns that NHS administrative staff are failing to use the system for reclaiming cash for treating foreign patients because they cannot be bothered with the red tape. The National Health Service has been praised as the world´s best health-care system by an international panel of experts who said it was superior to those found in countries which spend far more on health. The study, entitled “Mirror, Mirror on the Wall,” also described US healthcare provision as the worst globally. Despite investing the most money in health, the US refuses care to many patients without health insurance and is also the worst at saving the lives of people who fall ill, it found. The Commonwealth Fund, a Washington-based foundation produced the report. The fund is respected around the

Hillary Clinton said Tuesday that the American government should deport thousands of children who cross the border illegally into the United States. Pressed by Christiane Amanpour during a televised CNN town hall event, the former secretary of state and possible 2016 presidential candidate bucked her political party by insisting that letting unaccompanied minors remain in the U.S. is the wrong policy to embrace. ´They should be sent back as soon as it can be determined who responsible adults in their families are,´ Clinton said, ´because – there are concerns about whether all of them can be sent back, but I think all

The IRS ´lost´ the emails of six other agency officials associated with a scheme to target conservative organizations--in addition to those of former official Lois Lerner--and kept it a secret for months, the House Ways and Means committee learned on Tuesday. The news prompted the House Oversight and Government Reform Committee to issue broad subpoenas on Tuesday afternoon for hard drives, thumb drives and other backups that Lerner and the tax authorities may have used to archive her messages. Bill and Hillary Clinton have been using a legal but dodgy tax loophole to evade the so-called ´death tax´ that they both worked to raise, according to news reports published on Tuesday. Despite Hillary´s frequent insistence that she has middle-class roots and identifies with ordinary Americans, she and her husband the former president have amassed a fortune likely valued in the tens of millions of dollars. In order to shield that wealth from the federal government´s rapacious tax collectors at the IRS, they are using a financial planning strategy to shift ownership of their houses to a private trust, and then to

Hillary Clinton suggested Tuesday that President Barack Obama bears no responsibility for his decision to pull American troops out of Iraq at the end of 2011, a decision that created a power vacuum now filled by a vicious Islamist terror group. ´In retrospect, that was a mistake by the Iraqi government,´ she said during a town hall on CNN. Clinton was referring to the two governments´ failure to sign a mutual Status of Forces Agreement, a document that would have kept American servicemen and women in Iraq as a stabilizing force after 2011. Iraqi Prime Minister Nouri al-Maliki reportedly balked on a U.S.

Game of Thrones is over for another year--but that doesn´t mean there´ll be any shortage of sick, random ultraviolence on our screens over the next weeks and months. For this we must thank the brutal jihadists of Al Shabab in East Africa, Boko Haram in West Africa and, most especially, Isis in Syria and Iraq. I don´t know whether anyone in Isis is a fan of Game of Thrones (it´s quite possible, given the number of European-born recruits in their ranks) but the way they are waging war does rather call to mind the scorched-earth viciousness of the House of Bolton, whose traditional practice is to flay its captured enemies alive.

White working-class Britons are "marginalised" due to immigration and badly paid jobs, according to a study by the Open Society Foundations (OSF). The group, set up by billionaire George Soros, spent a year talking to residents of the Higher Blackley area of Manchester, northern England, and asking them their views on a wide variety of subjects. They found that residents felt disillusioned and disempowered after years of mass immigration to the area. Although the residents have a "strong work ethic", they are still finding it hard to get jobs thanks to mass migration. Researchers also found that although there is

I wonder how tomorrow´s Margaret Thatcher Conference on Liberty, hosted by the Centre for Policy Studies and sponsored by the Telegraph, will address one of the indisputable facts of her premiership: that she was hated with an intensity without precedent in modern British politics. I was a student when she was Prime Minister; I´ll always remember my tutor´s wife spitting vitriol at the mention of her name. She wasn´t popular in North Oxford, and what a delight it was to witness the dons´ rage at her re-election. She wasn´t popular in South Yorkshire, either, and that was understandable. The Anglosphere is especially well represented at tomorrow’s CPS Liberty Conference: V.S. "Sales were well below expectations and the media was a disaster." According to this source, a Simon & Schuster insider, "They sold 60,000 hard covers first week and 24,000 ebooks." The publishing house was "hoping and praying for 150,000 print first week."

Yet the situation has received less attention than it might amid the furor over House Majority Leader Eric Cantor´s primary defeat, the collapse of Iraq, the continuing Bergdahl matter, and Hillary Clinton´s book tour. Wikipedia has an article describing the six times Republican politicians suggested impeaching Barack Obama, the most serious of which was a hearing by the House Judiciary Committee “formally titled ‘The President’s Constitutional Duty to Faithfully Execute the Laws,’ that has been viewed as an attempt to begin justifying impeachment proceedings”. (Snip) The problem with the “Obama is unimpeachable” argument is that he has already been impeached as Leader of the Free World. Any observer of Obama’s collapse will have noted his marginalization in international councils. Britain flatly refused to go along with him in enforcing a Red Line in Syria.

Bill Clinton is by far the most admired president of the past quarter century, a new poll shows, underscoring how much he has done to burnish his profile since leaving the White House in 2000. Asked which president of the past 25 years they admired most, some 42% of respondents named Mr. Clinton in the new Wall Street Journal/NBC News/Annenberg Survey. That was more than twice the share that named any other president. The other three presidents of the quarter century all polled about the same: 18% said they most admired President Barack Obama; 17% named George W. Bush; and 16%

President Obama announced Monday night, in a letter to Congress, that 275 U.S. troops will deploy to Iraq to provide security for American personnel in the country currently in chaos. In the letter, the president called for Congressional authorization for this action. And this was the statement released by the Press Secretary’s office. Today, consistent with the War Powers Resolution, the President transmitted a report notifying the Congress that up to approximately 275 U.S. military personnel are deploying to Iraq to provide support and security for U.S. personnel and the U.S. Embassy in Baghdad. Hardly anyone accepts the IRS’ claim to have lost two years of Lois Lerner’s emails. Those most familiar with government record retention requirements, and the technology used, probably are the most skeptical. The supposedly lost emails cover January 2009 to April 2011, the period when Lerner is suspected of targeting conservative groups with heightened and invasive scrutiny. Those emails also pertain to communications Lerner may have had with agencies other than the Internal Revenue Service. That’s key, because many suspect that the Obama White House knew about, and may have coordinated, the targeting.

Highly organized and bloodthirsty, the radical Islamist army called ISIS took but a few days to subjugate the cities of northern Iraq as it dreams of taking over the entire country — while President Obama played it cynically cool. The group’s stunning, barbaric march prompted the President on Friday to offer to review a range of options because America has “a stake in making sure that these jihadists are not getting a permanent foothold in either Iraq or Syria.” Returned now to the White House from a long-weekend family vacation in California, the President must face the awful reality that he dodged
