Easy, the same reason none of them, anywhere have. They have friends in high places, Rhino´s in the dark, and all work mysteriously behind the scenes, passing money and favors for desired outcomes.

It´s called corruption, and is the basis of government in our country. Our Congress and Whitehouse currently could not operate without corruption. They simpky wouldn´t know what to so if thwy coukdn´t buy, threaten, intimidate, or namecall their way through anything.

Why do you think congress has the lowest ratings, ever?

Why do you think Obama is in a rush to install as many Democrat and progressive judges as possible before he leaves office?

It´ s no longer about justice, or rights, or law. It´s all in who you know, how you vote, and how much money you have. Find yourself on the "wrong side" of that fence, kiss your rear goodbye. Just ask Bundy.

Black farmers in Bundy´s position got bailouts via Pigford. Even if they only tried to grow a tomato on the front porch. White farmers? Not so much.
