One out of every 100 American adults is behind bars, according to The Washington Post. Tell it like it is. Don´t just say one out of a hundred. That deliberately masks the underlying socio-cultural issues. Lay it out by race - Black-Hispanic-White-Asian in that order. The causes and cures will simply jump out at you.

For some reason Rick Perry, Mike Lee, and a number of other conservatives think differently from the brilliant commenters here. Rick Perry´s programs have let many prisoners out -- many of them through drug courts -- without an increase in crime. Of course, if you like spending $30,000 a year on a ballooning number of prisoners, by all means keep the system just as it is.

As sentences become shorter and prison life becomes less ominous with all the reforms - the threat of jail is less and less a deterrent to crime. So there is more crime and thus more people who get sent to jail.

The problem is drugs. Not drug use but drugs. Police departments across the country have doubled in size thanks to the drug boogey man. They have to use their new weapons, dogs, planes, helicopters and vehicles on drug crime or lose them. Drug trafficking needs to be fought at the source, the US borders, not after they get into the country and are sold on the street. But hey, this might insult our Mexican friends. Can´t have that.

I would think that as concealed carry becomes more wide spread, that, as some perps who deserve jail are let off with probation and become repeat offenders, there will be a kind of rough equilibrium reached. That is, perps who might have otherwise gone to jail will be dead or so physically disabled that their criminal careers will be effectively ended.

My husband´s cousin´s son accidentally killed a young lady at age 23 and because drugs were involved, the judge decided to make a "point" with him. Her patents spoke on Kevin´s behalf, as did others who knew him, but the judge was determined to make HIS point and sentenced him to 80 years, with no parole possible for 40 of them. So a young man who is no threat to anyone purposely, is spending his entire life behind prison walls. At the same time as the homicide of the girl, a local black man plotted against and killed someone brutally, was found guilty and sentenced to 20 years and served 8. Different judge, same system.

Fix the Welfare Mentality problem and you will fix the incarceration issue at the same time. To fix them though, you have to reverse the damage the Left has done to the basic fabric of our society.

A recent study in Sweden found that 63% of violent crime is committed by 1% of the population. It would not be surprising if the ratio is similar in the United States, so having one in a hundred incarcerated should go a long way toward reducing crime as long as it is the right 1%.
