TOPEKA — A bill that nullifies local government control over guns shot through the House and to the governor’s desk in the waning hours of the regular session Saturday. House Bill 2578 would prohibit cities and counties from passing or enforcing any ordinance regulating the “purchase, transfer, ownership, storage, carrying, or transporting of firearms, ammunition, or any related component.” It would also ban local units of government from inquiring whether an employee has a permit to carry a concealed weapon. If the governor sign the bill into law, counties and cities could bar municipal employees from carrying weapons in work vehicles and from

Most states that allow Concealed Carry or Open Carry by state constitution or state law have preemption rules that counties or cities cannot pass ordinances that contradict state laws on such. Only typical loophole is cities or counties that lease sporting venues or county fairs to local corporations, who then claim private property rights and prohibit taxpayers from using their 2A rights, even though they are paying taxes/fees to support these venues.

More constitutional rights leadership from Kansas. Good job!

Wichita and a few KS suburbs of KC have been centers of antigun laws, this will correct that.

Perhaps I am dense...If gun laws are rescinded how could counties and cities bar municipal employees from carrying weapons in work vehicles?

Black students disciplined at higher rates

Black students at schools in Wichita and surrounding districts are disciplined at higher rates than their white peers, a trend that mirrors racial disparities throughout the country, according to the most comprehensive survey of school civil rights data in nearly 15 years. The findings, part of an expansive survey of America’s public schools by the U.S. Department of Education’s Office for Civil Rights, shows that black students are more likely than whites to be suspended or expelled at middle and high schools in Wichita and most area districts. Education officials say it’s difficult to pinpoint reasons for the disparities. But

On the heels of a Supreme Court decision to lift the ban on aggregate political donation limits, Charles Koch explained his political engagement in the opinion page of the Wall Street Journal. “Unfortunately, the fundamental concepts of dignity, respect, equality before the law and personal freedom are under attack by the nation’s own government. That’s why, if we want to restore a free society and create greater well-being and opportunity for all Americans, we have no choice but to fight for those principles. I have been doing so for more than 50 years, primarily through educational efforts. It was only in

TOPEKA — The Senate voted to halt state spending on Common Core on Thursday night, during debate over a court-ordered fix for funding inequities between school districts. It went on to pass a school finance bill that provides more money for local option budgets if voters approve and removes administrative due process for public school teachers. Senators gave the bill final passage 23-17 a little after 1:30 a.m. Friday. The House will consider its own school finance bill Friday after its budget committee restored cuts to virtual schools, transportation and at-risk funds late Thursday. Sen. Forrest Knox, R-Altoona, introduced an amendment early in the

South Wind Women’s Center says it provided about 1,200 abortions in its first year. The center opened a year ago in the same building where Wichita doctor George Tiller provided abortions before Scott Roeder murdered him in church in 2009. No clinic offered abortions in Wichita after Tiller died until South Wind opened. South Wind said it has seen a total of about 1,500 patients for reproductive care, including abortions up to 14 weeks. Patients have come from across the state and from a few other states, such as Missouri, Oklahoma and Texas. Patient numbers are “right in line with our projections,” said Julie

Kansas Republican lawmakers have advanced a bill aimed at separating Kansas from the federal Affordable Care Act. And one to indefinitely stop Kansas from expanding Medicaid under the act. And one to require background checks for counselors who help consumers navigate the online insurance marketplace. They have held hearings about lawsuits against the health care act and its impact on businesses. And they use “Obamacare” as shorthand to explain their opposition to unrelated issues such as mortgage registration fees or Common Core education standards. Republicans say their intent is to protect Kansans from a flawed law. But Democrats say the GOP is focusing on a

A judge in Wichita has ordered a federal commission to enforce Kansas and Arizona laws requiring documents such as a birth certificate proving citizenship for new voters. U.S. District Judge Eric Melgren ordered the Election Assistance Commission to immediately add Kansas- and Arizona-specific instructions to the federal voter registration form. Those instructions will say that new registrants will have to provide documents proving citizenship before they are allowed to vote, as required by state law. For most people, that means either a birth certificate or passport.

With Iraq in danger of falling apart, new troubles on the Mexican border and other problems mounting up in Washington, President Obama on Thursday will try to the shift the narrative by reconnecting with average Americans. The president will travel to Minneapolis on Thursday and spend a day “in the shoes” of a mystery woman identified only as Rebekah. The woman, whose last name has yet to be revealed, recently wrote a letter to Mr. Obama, inspiring the president to visit her and learn more about her daily struggles. The White House is painting Thursday’s event as the first in

Hillary Clinton has a “secret deal” with her top aide Huma Abedin to keep her troublesome husband Anthony Weiner out of the spotlight, sources tell Page Six, as the former secretary of state mulls a run for president. Clinton aides have insisted Weiner “stay out of public life for two years,” and that he “avoid causing any further embarrassment to Huma or Clinton,” according to our sources. The former sexting pol has been noticeably absent at recent public events attended by Abedin, including the Gordon Parks Foundation Awards Dinner in Manhattan earlier this month. Nor has he appeared at the recent plethora

President Obama is now reaching terminal velocity, like a skydiver plunging toward earth. Except he doesn’t have a parachute. There’s a mighty splat coming soon. With his approval rating at 40 percent, down 6 points from early June, and just 29 percent of Americans convinced the country is on the “right track,” the president is doubling down on his strategy of blaming Republicans for his failures. And he’s shifting into hyperpartisan drive, traveling the country to campaign for Democrats, many of whom wish he’d just stay away. Worse, the news just keeps getting well, worse: The Veterans Affairs scandal is blazing, with

Lois Lerner, the controversial director of the tax-exempt organizations division at the Internal Revenue Service, has a long sordid history of targeting conservatives. Under the direction of Lois Lerner, the Federal Election Commission sued the Christian Coalition in the 1990s. She harassed the Christian Coalition for three election cycles. Eventually, she lost her case. At one point Lerner even asked a targeted conservative if Pat Robertson prayed over him. (Sound familiar?) In 1996, while at the FEC, Lois Lerner harassed Republican Senate candidate Al Salvi and made him this outrageous offer, “Promise me you will never run for office again, and

Ordinarily, President Obama’s days are planned out to the smallest detail. But for his two-day excursion to Minnesota this week, the president boasted that he’s got little in the way of a formal agenda, has few firm plans, and warned Secret Service that he’s feeling “super loose” and could end up doing any number of things. “I don’t know. I’m just going to make it up as I go along,” Mr. Obama said during a town-hall meeting at Minneapolis’ Minnehaha Park, one of the few planned activities during his two-day stay in the Twin Cities. “I’m like a caged bear,

Republicans are in the strongest position to win back the Senate since losing it eight years ago. Over several months, the party has expanded its range of targeted seats, and the National Republican Senatorial Committee (NRSC) has helped defeat insurgents it didn’t want representing the GOP in the midterm elections. This sober realization came to Democrats on Wednesday, as Tuesday night’s primary results showed they cannot count on Tea Party candidates upsetting more-electable incumbents. And Democrats are increasingly realizing that President Obama’s approval rating will probably remain mired at 45 percent or lower until

In the absence of a special prosecutor, the best opportunity for piercing the veil of secrecy and evasion that surrounds the IRS handling of groups perceived as enemies of the Obama administration lies in civil litigation. (snip)The absence of any official judicial inquiry into the inner workings of the IRS processes is why it is so important to note that yesterday saw the beginning of the discovery phase in the lawsuit by Z-Street a pro-Israel organization that was told its application for tax exempt status was being delayed because: …these cases are being sent to a special unit in the DC

ALAN COLMES: You know it’s funny to me that conservatives talk about how much they love the constitution but when somebody exercises their constitutional rights they’re declared guilty when they’re not supposed to be. Simply because of the Fifth Amendment. Does invoking the Fifth Amendment indicate guilt? I mean, I love how conservatives always tell me how much they love and admire and basically want to have sex with the constitution – except they’d probably get paper cuts with that old parchment paper – but when somebody actually exercises their constitutional rights, it’s a big problem.

Comparisons between Hillary Clinton and Mitt Romney have been greatly exaggerated, Hillary Clinton says. Clinton practically rolled with laughter when PBS’ Gwen Ifill noted humorlessly that her own husband has been “forced” to defend her recent comments about being “dead broke” after leaving the White House. What was humorous in that remarks is known only to Clinton. “I shouldn’t have said the, I think, five or so words that I said,” the former secretary of state said. “My inartful use of those five words doesn’t change who I am.” Later in the interview, Ifill asked if Clinton had become the Democratic adaptation of

A shocking new report from the Center for Immigration Studies claims to prove that every single new job created in America for the last fourteen years has gone to immigrants, legal and illegal. This would fly in the face of those who claim that immigration is an economic boon to native born Americans: The CIS report found that over the last 14 years, people who were born in the United States held 114.8 million jobs in 2000, and held 114.7 million jobs in 2014, a drop of 127,000. But it’s an entirely different picture for immigrants — 5.7 million more

It was the elephant on the back of the elephant in the middle of the room. In a recent interview with Rusty Humphries, Maricopa County, Arizona Sheriff Joe Arpaio made news by saying that the Obama administration was “incompetent” and that its current dumping of illegals in Arizona is intentional. Yet perhaps even more shocking was a 45-second segment of the interview that has received scant attention: A claim by Arpaio that he’s close to discovering who forged Barack Obama’s birth certificate. His comments were made between 9:59 and 10:44 in the interview and began as an explanation of why he
