Big changes could be just down the road for North Carolina drivers. A proposal is in the works that would change the state tax system to charge drivers by the mile, instead of at the gas pump.The proposal would be to charge a half cent per mile for cars, which would generate almost $500 million in annual state revenue. A driver who travelled 15,000 miles in a year would pay about $75. "Basically you pay per the mile. It´s treating transportation as a utility, much like your water and sewer," said Larry Goode, with the Institute of Transportation Research and

From the article, this explains what´s going on:

"North Carolina currently tacks on an additional 37.6 cents gas tax at the pump. The vehicle mileage tax, or VMT, would not replace the gasoline tax. It would be an additional fee".

These "Vehicle Mileage Taxes" are just an excuse to install a GPS monitor in everyone´s car. Not because of some conspiracy to track people´s movement, but because legislators think that since GPS exists there must be some way to use it to tax people (although once it is installed, it WILL be used to track people).

NC are now taxed at the pump. So much per gallon. Miles driven is directly correlated to gallons used. Aren´t NC taxed by the mile already? The democrats want to completely control you. Movement, consumption, duties, pay.

Liberals always ruin the most beautiful places. If I could send every Yankee packing I would! Our taxes are simply out of control. I think in the end they will raise the gas tax on us, again. This is just a strategy to make people want to settle for the lesser of two evils.

Another nose under the tent scheme. If passed and accepted the next step would be a sliding scale where mileage under a certain number would be taxed at one percentage and the next step up a higher number. Remember…the liberals absolutely hate the fact that they cannot (yet) control the movement of people from one place to another. Left to their own devices we would be restricted to public transportation with only the rich, famous and connected owning private vehicles.

We here in NC threw the democrats out in the last cycle for the first time in over a hundred years. Politically this is a "red" state now. So this is a republicrat plan. We already pay one of the highest gasoline taxes in the entire US. And our roads are in an advanced state of disrepair. Our roads, here at the coast seem to be designed as a grade school project by pre-literate pupils. Our roads are over used because they´re poorly designed and built. Furthermore, they are poorly maintained. My road has major, deep potholes which open up after every rain, are then finally patched, and open right back up after the next rain. Another question is do they use the gasoline tax as a slush fund for bike paths, nature walks, dog parks, and bus routes to nowhere?? Where does the money go? They sure collect enough, almost 38 cents on every gallon! SC collects half that and their roads are great compared to ours.

#9, Truckers already pay per mile in NC and every other state in the US, and Mexico and Canada if those routes are used. It´s called the Internatioal Fuel Tax Association (IFTA for short) and every truck has to do a quarterly report stating mileage and gallons of fuel purchased in each state. We are single owner operators and this additional tax is about $300.00 for us. Quarterly. Welcome to our world.

Besides the privacy issue (which is BIG) is that this disadvantages those living in rural areas. Urbanites don´t have to use cars for many things, but those in the suburbs and the country must drive everywhere. And they will be the ones paying for the mass transit that they cannot use, while urbanites can get a free ride (pun intended).

NC voters should tell their reps to vote "NO" on this!

They want to eliminate the suburbs and run the rural dwellers into the ´sustainable´ stack and pack housing in the cities. All being on public transit lines for your convenience of course.

At half a cent per mile, that $500 million figure assumes that each of the approximately 7.5 million North Carolinians between the ages of 18 and 80 would drive about 13,300 miles a year, or just over 250 miles a week, thereby contributing about $66.70 per year. It´s not completely implausible.

However, just out of curiosity, does "charge drivers by the mile, instead of at the gas pump" mean that this mileage "tax" would replace the per-gallon gas tax? Because in 2009 (the most recent year for which I could locate the figures), NC´s motor-fuel revenues were on the order of $1.5 billion-with-a-B. Does Larry Goode seriously expect anyone to believe that the state will give up $1.5 billion (or, more likely, upwards of $2 billion) in exchange for a measly half-billion?

No, methinks OP has the right of it: this invasion of our liberty would be a permanent add-on, and the half-cent rate would last only as long as it takes the local Politburo to sign a 100% increase into law.

Memo to Mr. Goode: The personal freedom of U.S. citizens is NOT a "utility" -- as he may learn, to his cost, if this abomination is enacted.
