The October Surprise that Could
Cripple the Practice of Medicine

American Thinker, by Brian C Joondeph

Original Article

Posted By:ScarletPimpernel, 3/28/2014 5:57:24 AM

You won’t read about the International Classification of Disease (ICD) on TMZ or hear it discussed on The View, but it has the potential to be an unpleasant October surprise in the health care world. It is a list of codes that physicians and hospitals use when billing insurance companies. These codes cover all manner of medical diagnoses for diseases, conditions, and injuries. The first version of the ICD appeared in 1946, with periodic revisions since. Six months from now, on October 1, the latest version, the ICD-10, will be implemented in the U.S.

Comments:
I notice another article posted below which addresses the same issue. I can´t help but wonder if those who thought up these codes were laughing while doing so, knowing the chaos this will cause. Can anyone say Cloward-Piven?

These morons are now ginning up a war on Xanax for no real reason. You´d have millions of people going back to drinking and withdrawing from society because of social anxiety .Medical and scientific quackery has never been worse.I mean, where does someone comeup with theidea that global warming leads to erectile dysfunction?ED usually comes from a man´s lack of sexual confidence. It could even be caused by the amount of estrogen precursors in soy based food.

The main benefit of ICD-10 is the creation of errors in coding. Error in coding are a great benefit to the government "Upcoding" is using an ICD code that resulted in an increased payment that is higher than what the Medicare Recovery Audit Contractors think should have been paid. RACs perform retrospective audits that pull 100 charts, audit them, and determine that 5% of the codes were "upcoded". They then demand 5% refund for the last 3 years for ALL Medicare billings from that physician. Sure you can fight, but in they will try the case in Federal Court, with the threat of a False Claims Act/Qui Tam ruling over you. That means that if you lose fighting the government on their home field, the government will assess a $5000 - $10000 fine PER CASE! Considering most physician bills get paid $22-$102 per office visit from Medicare, most physicians just give up and settle. Government happily reports the "fraud" they found.

I´m old. I remember when doctors treated you as a person. NOW you are a number, a code and you do not have an eye problem. What you have is a digital condition. As a matter of fact you have become a number that defies description without a code book with 68 thousand conditions.

When do we wipe the slate clean and start over?

Quit using insurance for anything other than catastrophic health problems. Pay cash. Cut the government out of your life and business affairs as much as possible. And vote to shrink it back to almost nothing.

# 5 - you have just described for what the obamacare insurance policies intended. Catastrophic care with much higher deductibles than previous policies before obamacare.

A patient will be paying forever their own expenses with deductibles at 4, 5, 6 thousand dollars per year or more. Surely the deductible is annually for these figures.
A letter from a doctor in Ga. writes the coding of health treatments went from about 15K up to 70K. Who in the heck came up with that many scenarios of health problems? A good way for the doctors to not be reimbursed for care given to the medicaid patients (who don´t have to pay for coverage) but keep from reimbursement until the doctor shuts his doors because he has exhausted his efforts to obtain the reimbursements.

I´ve already seen ads for companies that have waded thru the morass of Obamacare and are offering their services as consultants for businesses that want to stay compliant. My prediction? Insurance companies want to beef up their utility and their revenues. They will select the codes that are most often used, and profitable for them, and disseminate the list to their docs. Injuries from burning water skis? Puhleeze. But, slip and fall on ice? Here´s the code. Burn? Here;s the code with all the subsections for burn on the job, burn in the kitchen, burn in recreation, etc.
Now, all this extra crap will cost us more. But life will go on.

Another benefit of the new codes. My current insurance routinely denies all claims as they are incorrectly coded. I´ve had bills that should have been paid by insurance go back and forth multiple times between the doctor and the insurance company. I´m ultimately forced to just pay the bill when the Dr. gives up and turns it over to a collection agency. It´s a good scam being run by the insurance. With the multiple companies a dr. has to deal with they don´t have time to chase codes for every patient.

The code is ICD 9 E 978.

After reading this code I decided that it was my duty to investigate further and get to the bottom of why we have a medical code in the United States for “Legal Execution.” Below are my results.

ICD 9 E 978 "Legal Execution
All executions performed at the behest of the judiciary or ruling authority

There is an additional problem not listed here-a dumbed down referral or medical clerk in the hospital or doctor´s office. Once there was a person working for the insurer that didn´t know what a word meant and declined someone.

I am exhausted fighting for a prescription I have taken for years. Appeal, appeal. Never take "no" for an answer.

A furniture store in Takoma Park, Maryland that calls itself a “Weapons Free Environment” took its policy a bit too far on Independence Day. That’s when a loss prevention officer at IKEA approached Alan Goldberg, who carried a visible, holstered firearm into the store, telling him he would have to leave the premises or place the weapon in his vehicle, according to NBC Washington. The request caught Goldberg off guard: he is Takoma Park’s chief of police, and he was in uniform during his visit.

One of the chief concerns of America’s Founders in the early days of the Republic was the possibility that foreigners would usurp American political power. As Alexander Hamilton wrote in Federalist No. 68, “[the] most deadly adversaries of republican government might naturally be expected to make their approaches from more than one quarter, but chiefly from the desire in foreign powers to gain improper [ascendancy] in our councils.” The possibility that foreigners might gain political power and subvert traditional American values is even more acute in today’s climate of mass illegal immigration.

Francis Schaeffer once said, "Tell me what the world is saying today, and I’ll tell you what the church will be saying in seven years." Schaeffer, a theologian, may have been off by a few years, but he certainly predicted the future of the Presbyterian Church USA, which has now embraced just about every single leftist ideological tenet. The PCUSA has joined the drift to the Left that for decades has characterized other Main Line entities such as the Episcopal and Methodist churches. But it is a bit of a surprise to see the PCUSA has recently warmly embraced anti-Semitism. As Mark Tooley reports in the American Spectator,

Today the Supreme Court ruled unanimously against the Obama Administration’s abuse of the recess appointment power in NLRB v. Canning. Unanimous! And not for the first time. Think back to Sackett v. EPA two years ago, where a similarly unanimous Court ruled that the EPA had grossly exceeded its legal authority, or the Utility Air Regulatory Group decision on Monday, which, although 5 – 4, held that the EPA can’t simply re-write the Clean Air Act to suit its convenience. The Obama Administration would seem to be faring poorly before the third branch.

Conservatives can be forgiven for believing the political winds are at their back. Obama is flirting with historically low approval ratings as much of the public simply tunes him out. Democrat-backed policies have failed to lift the economy and public anxiety about the limits of government activism grows. Conservative challengers will do well enough this primary season to argue that the "tea party" is alive and well. Behind the scenes, though, the left is retooling and the conservative movement seems unequal to the challenge.

Sorry to be crude, but for all intents and purposes, America is currently the victim of a national rape, figuratively speaking – what our nation is experiencing on the southern border is a corporate violation. Moreover, being implanted in the womb of what was once a sovereign nation complete with boundaries and laws is an uninvited presence that, if it were a fetus, pro-choicers would heartily applaud terminating. Instead, liberal pundits and politicians alike contend that America should never turn children in need away.

It is likely that many people will die young because Bowe Bergdahl chose to act out a childish, grandiose fantasy in which he cast himself as a wise and courageous man of mystery and adventure. Both his parents and the American taxpayer supported Mr. Bergdahl to play pretend soldier with a script that reads like a cheesy story for eleven-year-old boys. In Bergdahl’s feverish imagination, which he was tragically allowed to enact, he was a magnificently skilled survivalist who also solved the problem of war in his environmentally and socially sensitive walk about the new world order.

Now, the dead thieves’ friends and family are publicly complaining that “it was wrong that they were shot” and that the thieves were just “tryin’ to eat.” Everyone needs to eat, but how many people actually need to steal in order to eat?
