A federal appeals court on Thursday upheld Texas´ tough abortion restrictions that have led to the closure of nearly 20 clinics around the state, saying the new rules don´t jeopardize women´s health. A panel of judges at the New Orleans-based 5th Circuit Court of Appeals overturned a lower court judge who said the rules violate the U.S. Constitution and served no medical purpose. Despite the lower court´s ruling, the appeals court already had allowed some rules to go into effect while it considered the case. The latest decision means more regulations will begin later this year, as scheduled, and sets

Family members tell KOB that U.S. Marshals have located Lacey DeWent, the Albuquerque 14-year-old reported missing more than two weeks ago, in Arkansas. According to DeWent´s father, Marshals located DeWent with 26-year-old Robert Butler in Fort Smith, Ark. The family is on their way to the airport to be reunited with their daughter. Her mother, Jessica DeWent, says Lacey is doing OK and was not harmed. Daniel DeWent also said authorities took Butler into custody. DeWent and Butler met online and tried to form a relationship, but he was arrested for being in contact with her.

The Farmington Police Department now orders its ammunition about a year in advance after retail stocks nationally began running low due to greater demand. First lady Michelle Obama took her campaign to help veterans find jobs to Fort Campbell, Ky.., Wednesday where she said that most Americans don´t know much about the military. Following comments from Jill Biden, the vice president´s wife and Obama´s teammate in helping veterans, she noted that unlike Biden, she had little familiarity with the military prior to campaigning for the White House in 2008. “Unlike Jill, I wasn´t a military mom. I wasn´t a Blue Star family member. I didn´t know much about the military, and I was probably more like the average American,” said Obama.

At least 40 U.S. veterans died waiting for appointments at the Phoenix Veterans Affairs Health Care system, many of whom were placed on a secret waiting list. The secret list was part of an elaborate scheme designed by Veterans Affairs managers in Phoenix who were trying to hide that 1,400 to 1,600 sick veterans were forced to wait months to see a doctor, according to a recently retired top VA doctor and several high-level sources.
