President Obama flexed executive muscle in his State of the Union address Tuesday, rolling out a series of unilateral actions in an attempt to reassert his standing in Washington and with the American public. Obama´s prime-time speech to millions of people came against the backdrop of the roughest stretch of his presidency. And eager to keep Americans from tuning him out, the president framed his executive orders as part of a “year of action” to boost job creation and combat income inequality.

Economist Allison Schrager points out a little-noticed shift in the workforce that explains part of the membership problem Big Labor is facing: Union members are now experiencing declining job security. This is notable because job security is a key benefit to joining a union in the first place. Unions are supposed to pressure companies to preserve positions, even in hard times. When Senate Democrats executed the so-called nuclear option last year and changed their chamber´s rules for votes on President Obama´s nominees, administration officials breathed a sigh of relief. As long as the nominees were qualified, they thought Senate Majority Leader Harry Reid, D-Nev., could push them through a deeply divided Senate with a simple majority, not the 60-vote threshold previously required to end debate and proceed to a final up-or-down vote. The Senate Democratic caucus has 55 members so there appeared to be little Republicans could do to prevent the chamber from rubber-stamping Obama´s picks.

The White House late Tuesday said President Obama would veto a House bill that would delay for a year the individual mandate in the president´s health care law. The House Rules Committee was set to debate the measure at a 5 p.m. meeting, setting it up for a floor vote as early as Wednesday. The bill isn´t likely to pass the Senate, however, since Majority Leader Harry Reid, D-Nev., usually keeps from the floor anything the White House opposes.
