One thinks that if Barry could bypass Congress, he would have done it already -unless his stacking the DC Court (thanks to the ending of the filibuster) changes things.

It´s not bluster.
It´s more of a statement of "I´m going to keep doing it."

What planet has this guy been on the last 5 years? Who does Dr. K think is going to stop him? The wimpy RINOS?

Obama is like a trapped animal. Everything he touches falls apart, his legacy is going down the tubes, and the Narcisist in chief´s popularity is in the garbage. He is becoming increasingly dangerous and delusional.
