CONCORD — Touting the privacy rights of New Hampshire citizens, House members Wednesday voted overwhelmingly — 250-97 — to kill a bill that would have allowed police to use license plate scanners, and then banned the issue for the rest of the session. With the House vote, New Hampshire continues to be the only state in the country to prohibit the use of license plate scanners. Collecting license plate information at toll booths and bridges is allowed. I assumed they were already doing it here since you can get a ticket for putting a piece of tinted plastic over your license plate.

#1 brings up an interesting point: these are government-issued identification tags which are designed (and required, by law) to be placed on every vehicle in such a way as to allow anyone and everyone to view them.

As we all know, the Constitution was written long before any transportation of this type was available; the current laws were written without Constitutional rights in mind, as driving on public roadways has always been considered "a privilege, not a right".

I´m curious to see how this plays out. Plate scanners aren´t terribly new technology; it´s a more efficient way of collecting government-required information from vehicles which operate on public highways; a less efficient method would be for police to write down each plate number, or take photos of them - which is what the scanner does, incidentally.

Now, before Ldotters start carpet-bombing me for this post, understand that I´m not saying I like the idea of this, I´m just pointing out the reality of it. From a Constitutional perspective, there is no right to drive a car on public highways.

If used as originally designed, plate readers are an awesome tool for law enforcement. Example:

Say, a crime is committed (robbery, kidnapping, drunk driver, etc) and the suspect makes their get-away in a vehicle. Say a witness gets the plate number of the vehicle. The plate can be uploaded into the scanner and it will actively search every plate it sees for that number, giving an alert when it finds it.

Thats great. However, the creeping tentacle of oppresion soon comes in and abuses start. So it is delicate balance for departments to ensure privacy of innocent citizens, while using the technolgy for crime stopping only.

Any good technology will be corrupted by the power of the state.

With enough scanners in place they can track your moves and time of day. Just what people were complaining about when someone announced car manufacturers were doing it.

NASHUA -- Thomas Pappas, chairman of the Nashua Police Commission, voluntarily resigned from his position on Wednesday, about three weeks after his involvement in state Rep. David Campbell´s duck killing incident was revealed. "He regrets greatly his role and the events of Dec. 23," Attorney Jim Rosenberg said of Pappas. "He is deeply saddened by the fact that he is resigning his post now." NASHUA ­— Police are investigating the death of a number of ducks allegedly hit by a vehicle operated by one of the city´s state representatives. State Rep. David Campbell, D-Nashua, reportedly ran over the ducks at a speed of about 15 mph in the driveway of the Crowne Royal Hotel in Nashua. A female transgender student wants an apology from a North Carolina college for being detained by a security officer and sent home for using the women’s bathroom.
