The individual mandate, Obamacare´s requirement that all Americans have health insurance that includes "minimum essential coverage," has been in effect for two weeks now. No one has noticed because nothing has happened. But it will. The mandate is the heart of Obamacare; without it, supporters believe, the system won´t work. So the Obama administration hopes millions of Americans will voluntarily comply with the mandate and purchase government-approved coverage. If they don´t do it voluntarily, they´ll be punished. They can´t. The fine is only $95/year.

The fine is $95 OR 1% of income, whichever is greater, the first year only. In the second year, it rises to 1.5% and in the third year, 2.5%. So unless you´re making $9,500 or less in annual income, the fine is over $95 and rising.

There has been talk, however, of the IRS currently lacking a mechanism to collect these fines if you don´t owe a refund. So for the next year, maybe people will get away with not paying. However, does anyone here believe that the IRS won´t fix that regulation in the coming months so that they can bill taxpayers who don´t have refunds coming for the fines, and enforce it will all of the weight of law?

This particular aspect of the law will very likely be the spark that sets off the revolution. Once the IRS starts their enforcement actions to confiscate these fines it´s only a matter of time before bullets start flying. Someone somewhere is not going to go quietly.

Many of us on Lucianne, me included, are constantly berating Boehner and McConnell for not standing up to the democrats and Zerobama. But how many of us are willing to stand up to the irs and tell them to go to hell?

When a hundred million of us are willing to do so and back it up with whatever is necessary, things will change for the better in America. Until then, things will only get worse.

And never forget this, Republicans in congress also love the fact that the irs serves as their collection thugs, too. Without the threat of the irs, pubbie congressmen would also be out of work.

Many of them decry the irs and its abuses but none of them will do anything about it.

"Republicans are sorry as hell but democrats are worse" as a reason to vote doesn´t hold much water for me anymore.

If the IRS plans to use a refund "offset" to collect the fines, make sure you´re not due a refund and you avoid the penalty tax.

My first published column was in a local paper opposing the Equal Rights Amendment for the same reasons that Phyllis Schlafly, a conservative lawyer, campaigned on.
