An Oklahoma woman whose boyfriend proposed to her while he was being arrested on outstanding warrants said the man, who is now her fiance, is misunderstood. Justin Harrel, 32, told Elk City police he was preparing to propose to girlfriend Elaina Rios at Elk City´s "Christmas In The Park" Friday when he was arrested on unspecified warrants from Washita and Greer Counties, KXTV, Oklahoma City, reported Wednesday. A weather system that brought a smattering of rain and snow to California has moved on with little impact on the state´s deepening drought. Though nearly 2 feet of snow fell in parts of the Sierra Nevada in Northern California this week, a snow survey there on Thursday found the snow water equivalent was just 12 percent of normal for this time of winter. The water in the northern and central Sierra snowpack provides about a third of California´s water supply. Mount Pleasant Chief Brian Fanelli, 54, who has been in office about two months, was arrested Thursday by Homeland Security agents. A retired cop, irked that the couple in front of him were texting at a Mark Wahlberg war movie, opened fire in a Florida theater Monday, killing the man and wounding his wife, authorities said. Curtis Reeves Jr., 71, was charged with second-degree homicide in the death of Chad Oulson, 43, Pasco County Sheriff Chris Nocco said late Monday afternoon. The theater was evacuated and remained closed after the shooting, which occurred about 1:20 p.m. ET. Oulson was shot in the chest after a verbal and physical confrontation with Reeves, and his wife, Nichole Oulson, was shot in the hand.

Colorado state troopers say the driver who plowed into two of their cars Saturday night was high on marijuana. No one was hurt. The troopers had stopped on the ramp from I-76 onto northbound I-25 to investigate a crash around 9 p.m. The driver who hit their patrol cars was arrested. A few weeks ago two other cruisers were hit and a trooper was injured.
