If House lawmakers wanted a clear admission of guilt during today’s testimony from four government contractors behind the botched healthcare.gov launch, they must have been sorely disappointed. Instead, the committee hearing offered a daisy chain of blame and interconnected responsibilities—a reflection of just how convoluted the massive effort became. CGI is the prime contractor (or, to use their Senior VPs analogy, "lead contractor"). THEY are responsible to the government (read, taxpayers), and if the government´s Contracting Officers were lax in their official responsibilities then they are also responsible. DoD has its own contract managing agency (DCMA - and they´re tough on us contractors) - surely HHS, Treasury, and Homeland Security have theirs. Where were they?

So where does the buck stop? How the Obama Administration handles this debacle will lay the groundwork for how the whole program will work. Will they hide behind bureaucratic curtain and point fingers at others or will they stand up, take ownership and make the whole program work?

You would have to be pretty naive to think that any of those contractors would admit that they designed and installed an incompetent ObamaCare web site. They speak their own language and it is anyone´s guess if the congress critters understood what they were saying.

These contractors are billing massive, maybe up to $200/hour.

I have this suspicion the so-called "Lawmakers" are being baffled by pure bull scatology- and many are being so baffled very willingly. the rest are too dmn dumb to realize what´s going on and will never know enough to ask the right questions. HHS could have hired a better contractor to build the website, but what I gather so far it is not entirely their fault. They were hired to build a website and HHS made numerous change orders as it went along up until just weeks before Oct 1 when it was suppose to launch. Many of those changes would not work and HHS was informed they wouldn´t work. It is common practice in any industry to bill for change orders that were not in the original contract or plan, hence driving up the cost. HHS could have hired the best website builder on the planet and it still would have been a mess with HHS in charge.

Another day, another $650 million in taxpayer money up in smoke. Republicans convene yet another ineffective political hearing so the suckers (I mean voters) think they care. Everyone lies. We can´t lay this entirely on the contractors, though. Before they can start coding the customer (a/k/a the federal government) has to give them the system requirements. I´d bet a paycheck that those requirements were late, incomplete, written by people who didn´t know their rear ends from a whole in the ground and subsequently revised multiple times.

As a Systems Analyst, I find it hard to believe that the Oversight Committee has not asked the Lead Contractor for the systems "Defect List (s)."

The Defect List identifies all system component, their summary testing and failures. The Defect List prioritises the application or Web Service failures and tracts their repair status. Also identified is the inherent risk to the application/software project if the defect is not repaired.

So, its a bit odd that the investigation into the Obamacare System Failure has not asked for the Lead Contractors "Defect List (s)."

And if the system failure was due to an application designed and built by a sub-contractor, and it failed, the American Tax payer should expect the fix to be repaired at no additional cost.

Once the committee has the Defect List, they would know categorically what failed, who built the failed software, its risk to the overall Obamacare Roll Out, who is working on the fix, and its estimated time to completion.

So the defect list would provide the investigative committee with the who, what when and where of the Obamacare roll out and its failure points.

I loved it when the contractors were each asked whether their systems generated an error list. Each haughtily said "yes" but choked when asked to provide it!

Jason Chaffetz is angry & trying to get a bill passed which bars non-taxpaying federal contractors from even bidding on projects. No support from Congress! Apparently many contractors don´t pay their taxes, and they submit nice low bids! More corruption.

TheHill has analyzed contracts & said 0bamacare´s web site has cost $1BILLION+!!

We now also know that the main contractor hired from CANADA was the same that built the failed weapons registration system in that country that also ended up costing over a Billion dollars. AND one of the main exes in that company went to Ivey League Princeton with Mrs. O! Crony fraud anyone?

The Obama administration is poised to entertain a flood of new clemency applications from thousands of federal prisoners who were given harsh sentences under mandatory-minimum laws following drug convictions, Attorney General Eric Holder said Monday. Holder said in a short videotaped statement that he wants to shrink the federal prison population by a modest amount while ensuring ´that those who have paid their debts have a chance to become productive citizens.´ At the center of the move is a set of old sentencing rules that punished crack-cocaine offenders with more time behind bars than users or traffickers of powder cocaine.

Washington - Michelle Obama said "splurging is the key to life" if you regularly eat right and stay active. Her biggest guilty pleasure: French fries. "How would you appreciate vegetables if you never had chocolate?" she asked. "You couldn´t live without a little chocolate, a little French fries." The first lady took questions from children reporters Monday after appearing at the White House Easter Egg Roll.
