In what has become an annoying and unnecessary annual ritual, Congressional Republicans and the White House have staked out their political ground as we approach this year’s Season of the Witch—the time when any remaining shred of reason in government is retired in favor of political posturing over the debt ceiling. Appearing this morning on ABC’s “This Week”, Obama made clear that he has no interest whatsoever in cooperating with Speaker John Boehner’s demand for budget cuts in trade for House GOPers permitting the government to pay the debts it has already incurred.

Comments:
"...no interest whatsoever in cooperating..." Boehner should call for a Summit with Putin to discuss how to get around a stubborn and ineffectual obstructionist.

(1) Being "unconstitutional" doesn´t bother Obama when he wants something.

(2) Read the 14th, Section 4. Do the words "authorized by law" mean anything. Does "law" involve Congress? It once did.

(3) Presidents can and do argue that payment is implied for every government activity a President chooses to allow or order. If so there can be no Budget process or control of spending by Congress.

Section 4 of the 14th Amendment does not remove Congress´ power to borrow money (on the credit of the US) and give it to the pResident. That power is clearly assigned to Congress in Article I, Section 8.

Remember when Lois Lerner, in answering a planted question at an American Bar Association conference, admitted the IRS had targeted conservative groups but tried to pass it off as the work of rogue agents — “our line people in Cincinnati”? Today we know there were indeed federal agents involved. But they weren’t rogue, and they weren’t confined to IRS workers in Cincinnati. Thanks to a Freedom of Information request by Judicial Watch, we now have an e-mail Lerner sent to colleagues noting the Department of Justice was looking into criminal prosecutions of these tax-exempt groups.
