I rode around a lot with city police officers and listened to the police scanner 12 hours a day to report on various stories and get to know police officers. Here´s one conclusion I reached about crime demographics.
1. 90% of the calls come from 10% of the addresses.
2. The police have little or no time to "self-initiate" calls; there are so many calls to 911 that they stay busy just about the entire shift.
3. Conclusion: neighbors are reporting criminals; cops don´t have time to stop people carrying TVs; blacks are reporting blacks.

Haven´t seen it in several years, but Animal Planet used to have program Animal Cops, filmed in cities like NY, Detroit, Miami. I noticed by and large, those shows were particularly damming of black behavior too.
