Science doesn´t matter to anyone in politics. This scam has been going on for decades having been kicked off by a George Bush #1 mandate in 1990 in which he cited CO2 as a pollutant and mandated that US taxpayers help the world with climate change. It´s been stated numerous times that AGW isn´t happening but big media and politicians just plow ahead. Darrell Issa said he´s going to hold hearings now, he thinks climate is serious and requires a lot more taxpayer money to prepare for coming disasters. Even if CO2 caused AGW, US CO2 has plunged and is heading lower. It doesn´t matter if US CO2 drops to zero, world CO2 won´t change mainly because of China. The left knows this but they have only one thing in mind: a world treaty and to finish destroying of this country. Republican pols. are fine with this because they want big gov. and us to be silenced. The UN has even said it´s not about climate, it´s just about income transfer.

From where does Obama get the authority to restructure the collection and disbursement of taxes?

Section 7 of the Constitution could not be more clear that:

"All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."

I do not see any enumerated power of the Executive Branch to either increase taxes or restructure how they are spent. But this is a side-effect of modern Congressional abdication of their responsibilities. The Congress empowers a bureaucracy through the legislative process to dictate fees and regulations without further Congressional approval, which bureaucracies effectively become the fourth and true branch of government running the show.

We can dream of a leader that can curtail this carte blanche spending authority of the nameless and faceless bureaucrats, but don´t hold your breath.
