Sounds like a winning policy. There is one small detail that should be considered in future such arrangements.

Paying in advance for work that has yet to be done -and for which no ready relief exists should it not be done as promised- is a bad habit of government and other not-for-profit organizations. It is not the smartest nor safest way to do business. It grants the target of a bribery scheme, e.g. Mursi, the leverage to operate an extortion racket against the bribe-giver, e.g. America. The obvious move for Mursi is to drag his feet and fail to do all or even any of what the bribe is for and then to demand even more money to get the job done or to prevent things from getting even worse, thus transforming what started out as a bribe into a kind of protection racket.

Of course, none of this matters a great deal since the funds involved are just taxpayer funds - government "funny money," the equivalent of Monopoly money. It´s not like the clumsy bribes the children at the State Department dangle before our adversaries to make them like us and do what we want them to do are REAL money that somebody somewhere has to be responsible for.

I am not sure where the notion got started that bribing other nations or paying people to love us got started, or how the practice has grown to its present mammoth proportions. Nor am I aware of any evidence that it has ever achieved the desired results. No doubt it is a form of INVESTMENT, as large dispensations by politicians and bureaucrats of taxpayer funds usually are. But is there any evidence that such INVESTMENTS ever pay off?

Leftist "Investments" pay off because they buy votes. Perhaps Obama won because of the Egyptian Vote because it sure wasn´t the American Vote.
