WASHINGTON -- A U.S. military intelligence agency believes that North Korea has learned how to mount nuclear bombs on ballistic missiles, a U.S. congressman said Thursday, citing a classified report. But the Defense Intelligence Agency (DIA) still questions whether the secretive nation has mastered the sophisticated technology, according to Rep. Doug Lamborn (R-CO). In a congressional hearing, he quoted the report as saying, "DIA assesses with moderate confidence the North currently has nuclear weapons capable of delivery by ballistic missiles; however the reliability will be low."

The lefty magazine Mother Jones released a tape, reportedly obtained from a Democratic Super PAC in Kentucky, in an effort to hurt Mitch McConnell´s bid for reelection in the U.S. Senate. But, Mother Jones has funding baggage of its own. Mother Jones is the news outlet of The Foundation for National Progress, the left-wing "umbrella organization that exists to publish and support Mother Jones." It also founded the Media Consortium. Health Care: As Democrats grow increasingly worried that ObamaCare will explode on the launch pad just as midterm elections get going, the Obama administration seeks to pin blame on Republicans. Good luck with that. Earlier this week, Health and Human Services head Kathleen Sebelius admitted that she didn´t realize how complicated getting ObamaCare off the ground would be. Sebelius complained that "no one fully anticipated" the difficulties involved in implementing ObamaCare, or how confusing it would be with the public. She wasn´t talking about the massive and impossible task of imposing central planning on one-sixth of the nation´s economy.

Well, at least we´re starting to get the procedure right. Washington has rediscovered the beauty of the boring. It´s called "regular order," using the normal, routine, constitutional process to arrive at, for example, a budget. Normal had disappeared during the Obama years. Republicans duly submitted annual budgets, which the president then used for target practice, most famously demagoguing Paul Ryan´s 2011 budget as un-American. Meanwhile, the Democratic-controlled Senate simply stopped producing budgets for four years. And the ones the White House put out were so preposterous that, for example, the 2011 version was rejected by the Senate 97-0.

RUSH: I checked the e-mail during the break at the top of the hour, and there´s some people wanting to know why I haven´t spent a lot of time on the latest involving gun control. Toomey-Manchin, Pennsylvania and so forth. It´s not that I haven´t, folks, and we´ve got some stuff on it coming up. There´s really only one thing you need to know. The Democrats want to do away with the Second Amendment, and if they can, they want to end up registering every gun and its owner in this country.
