The only way to make us vulnerable to a cyber attack that could cripple our infrastructure would be to make the defense of said infrastructure the responsibility of a single entity, like the federal government.
Has anyone in DC ever heard of making something "easy to fix" instead of "hard to break"? Apparently not.

The FBI investigated Democratic Senate Majority Leader Harry Reid (Nev.) in 2008 after media reports of Reid’s role in developing a planned community north of Las Vegas for Harvey Whittemore, a longtime friend of the senator and top Nevada lobbyist, the Las Vegas Review Journal reports.
