| In the movie "The Terminal," actor Tom Hanks plays a man who suddenly finds himself stateless when his country ceases to exist. New York’s JFK Airport becomes his only home. That movie was loosely based on a true story, but for Mikhail Sebastian being stateless is a dilemma that is all too real. Sebastian is stateless. There are many such stories. While living in Jakarta, I knew a man who got caught in a similar situation. He was a Bosnian citizen, but a diplomat for Yugoslavia. When Yugoslavia disappeared, he was not welcome back in Bosnia. He lived Stateless for a couple of years until the Indonesian government gave him special status and allowed him permanent residence in "Paradise on the Equator".

How many federal agencies does it take to do catfish safety inspections? At least three, according to the Government Accountability Office, which on Tuesday released its 2013 report on fragmentation and duplication of federal programs. This year´s report -- there were two previous editions of the report first requested by Sen. Tom Coburn, R-Okla. -- documents an estimated $95 billion in duplicative programs that waste precious tax dollars. That brings the three-year total of potential savings documented by GAO to $295 billion.
