Unless Mrs. Clinton fell from a great height, that is more than just ´high heels,´ a true concussion is practically impossible -- unless her skull bone is very abnormally thin. And then it would only be even plausible, if she was falling/diving from great height and fell directly on her head, and then necessarily spent time in a hospital. His suggestion is that she immediately turn over all duties to her deputy. When the doctor finds that it is safe to resume her duties, she can start by giving her sworn testimony to Congress and then resume her Secretary of State role.

This is contempt for Congress and the citizens who have a right to call government officials to account for their actions.
