| National Grid is being slapped with a whopping $18.7 million fine for a “fundamental failure” in its response to Tropical Storm Irene and the October 2011 snowstorm — and must undergo a comprehensive management audit, the Department of Public Utilities announced this morning. The utility’s response to the storms represented a “systematic and fundamental failure,” said DPU chair Ann Berwick. Thousands of Bay Staters lost power for days last year, first in the aftermath of Irene and then a freak blizzard.

The "fine" will be paid by the same customers who lost power. But the individuals who screwed up the National Grid will be rewarded for doing all the extra work required to do the "comprehensive management audit"

Sigh.....we lost power in NY for a few days then too. It seems to me that they are fining National Grid for failing to be perfect and for failing to put in an infrastructure that would remain intact in a 100 years storm. But if all utilities put in that kind of infrastructure we´d have Con Ed rates everywhere (more than 20 cents/kwh) and nobody is willing to pay those, and even if they are, it´s simply not a good use of resources.
So yes, ratepayers will pay this, or stockholders will lose a dividend or two. It looks more like a quick one-time tax increase by a lawless government.

We all know how well the Imperial Federal Government of Bureaucrats and Bureaucracies does with responses to national disasters. FEMA shows up to party and sight see. The official NGO - Red Cross - shows up so they can run nonstop ads soliciting $10 donations via text from big hearted Americans. And governors act like ladies in waiting for The Won to show up to be serviced - oops, I mean escorted - damn it´s hard to come up with the right term - shown the results of a terrible storm.
So, an $18 million dollar shakedown of an international energy conglomerate is par for the course.

Pro golfers, golf writers, and TV commentators are up in arms that Tiger Woods was only given a 2-stroke penalty for his illegal drop on the 15th hole yesterday. Tiger said last night that he dropped his ball two yards behind his previous spot, clearly violating the rule that you must drop "as nearly as possible" to your original spot. Golf people are not happy about it. They say that the new rule is B.S. (or it´s at least being misinterpreted), and Tiger should DQ himself to save the integrity of the game.

LOS ANGELES — Jonathan Winters, the cherub-faced comedian whose breakneck improvisations and misfit characters inspired the likes of Robin Williams and Jim Carrey, has died. He was 87. The Ohio native died Thursday evening at his Montecito, Calif., home of natural causes, said Joe Petro III, a longtime family friend. Petro said Winters died of natural causes and was surrounded by family and friends. Winters was a pioneer of improvisational standup comedy, with an exceptional gift for mimicry, a grab bag of eccentric personalities and a bottomless reservoir of creative energy.
