| In an unusual step, a U.S. congressman is proposing a two-year ban on all new federal legislation regulating the Internet. Rep. Darrell Issa, a Republican from California who has been an advocate for Internet freedoms, has posted online a draft of his legislation, the Internet American Moratorium Act of 2012. The bill would "create a two-year moratorium on any new laws, rules or regulations governing the Internet."

Every newly proposed regulation should be judged with an awareness of fanaticism´s desire to suppress other viewpoints. Technical standards may be needed, so just weed out the bad stuff.

A federal appeals court for the first time ruled Friday that U.S. border agents do not have carte blanche authority to search the cellphones, tablets and laptops of travelers entering the country — a “watershed” decision in the court’s own terms and one at odds with the policies of the President Barack Obama administration. The ruling by a divided 11-judge panel of the 9th U.S. Circuit Court of Appeals is the most significant privacy decision in the digital age following the Supreme Court’s ruling last year requiring authorities to get warrants to place GPS tracking devices on suspects’ vehicles.

Police arrested several protesters and sprayed mace into the crowd in the state Capitol on Thursday as lawmakers discussed right-to-work legislation that would make Michigan the nation´s 24th right-to-work state. The protesters were arrested as they tried to rush the Senate floor, said Michigan State Police Inspector Gene Adamczyk. "When several of the individuals rushed the troopers, they used chemical munitions to disperse the crowd," he said. "It would be a lot worse if someone gets hurt and I failed to act."

Indiana taxpayers will receive a $111 credit on their state income tax returns next year as the state distributes part of its budget surplus. Gov. Mitch Daniels on Wednesday announced the credit that will be $222 for couples filing joint returns. The credit represents the automatic taxpayer refund plan that Daniels pushed through the state Legislature last year.

Sen. Patrick Leahy has abandoned his controversial proposal that would grant government agencies more surveillance power -- including warrantless access to Americans´ e-mail accounts -- than they possess under current law. The Vermont Democrat said today on Twitter that he would "not support such an exception" for warrantless access. The remarks came a few hours after a CNET article was published this morning that disclosed the existence of the measure. A vote on the proposal in the Senate Judiciary committee, which Leahy chairs, is scheduled for next Thursday.

A Catholic-owned family business in Michigan does not have to comply with the provision of the new U.S. healthcare law that requires private employers to provide employees with health insurance that covers birth control, a federal judge in Detroit has ruled. U.S. District Judge Robert Cleland, in a ruling late Wednesday, temporarily blocked the government from forcing the owner of Weingartz Supply Company, which sells outdoor power equipment, to include contraception in its health coverage of employees.

RUSH: Folks, I don´t know how else to categorize this. We are living in a dying country. I don´t know how else to categorize what´s happening -- 88,000 new jobs. The unemployment rate, because of a terrible statistic, is down to 7.6%. The number of people in this country who are not working is shameful. Ninety million Americans are no longer in the workforce. Ninety million. People not in the labor force grew by 663,000, and now 90 million. That´s the labor force participation rate. This is 1979 levels.

SANFORD - Trayvon Martin´s parents have settled a wrongful death claim for an amount believed to be more than $1 million against the homeowners association of the Sanford subdivision where their teenage son was killed.
