Your/the sequence of events make sense: The CIA operative ex-Seals were told to stand down, which they unexpectedly did not. Their intervention ruined Obama and co's theoretical plan and the "kidnap victim" ended up dead instead. The "kidnappers" could not enter the facility unopposed to score their bounty because of the CIA operatives and the terrorists responded with deadly fire for all-defenders as well as ambassador. He betrayed US interest, four embassy staff died and if not for the bravery and competence of two former Navy Seals over 40 would have died. This is not like Beirut in 1981 because the fire fight lasted 4 hours, and there was a warning. It cannot be blamed on "Republican budget cuts because there was no budget.
