| A federal agency created to restore confidence in the election process in the wake of Bush v. Gore sits all but leaderless as the country approaches Election Day. As local election officials scramble to sort out last-minute issues — Palm Beach County, Fla., for example, recently hired dozens of workers to hand copy about 27,000 misprinted absentee ballots — the U.S. Election Assistance Commission operates, on its 10th anniversary, as a shell of what Congress designed it to be. Its four commissioner spots are vacant. The executive director resigned last year.

I suspect similar commissions exist throughout the government. Someone had an idea, someone else turned it into a commission and before long, everyone had forgotten about it.

A couple of months ago, François Hollande was presented with a baby camel by local authorities in Timbuktu in appreciation for France’s military action against Islamist militants in Mali. The animal did not come quietly. Hollande had initially hoped to have the camel vaccinated and transported to a Parisian zoo, but decided it would be easiest for the French and best for the beast if it were entrusted to a local Timbuktu family who had suffered damage to their property from French tanks. It appears that his trust was misplaced.

Seafair spokeswoman Melissa Jurcan said the festival received official word from the Navy on Tuesday morning that the fighter jet demonstration team would not be making the trip to Seattle for 2013. Sequestration prompted the Department of Defense to prohibit military aerial demonstrations along with other cost savings measures, and the Navy said it was cancelling all remaining Blue Angels performances for the year.

Add the name of Michelle Lynne (ne Robert) Kosilek to the list of modern phenomena the Founding Fathers would definitely not appreciate being blamed for. Little did they know what havoc they would someday wreak by adding the Eighth Amendment to the Constitution to prohibit “cruel and unusual punishment.” Now comes Kosilek, a convicted wife murderer doing life without parole. He/she is claiming that it would be cruel and unusual punishment to deny him/her a sex-change operation — excuse me, “gender-reassignment surgery.”Not to get too graphic, but Kosilek is begging for elective amputation of a body part.

Two very bad and extremely dangerous economic developments happened yesterday — and Wall Street appeared to miss both of them. The Dow Jones industrial average fell 40.86 points to 14565.25 after the Labor Department announced that the seasonally adjusted number of new jobs created in March was just 88,000 — far below the 190,000 or so Wall Street expected. The March figure was also less than one-third the number of jobs created during February. This led to the misperception that the job market tanked in March. It didn’t.

In a stunning end to one of the most aggressively unsuccessful tenures in retail history, JCPenney (JCP) last night announced that CEO Ron Johnson would be leaving effective immediately. Myron Ullman, Johnson´s predecessor at JCPenney, takes office as CEO. When Johnson was initially wooed by JCPenney, it was to serve as CEO with Ullman as Chairman. In January 2012, Ullman was unceremoniously removed from the board. Gone with Ullman was any control the Board of Directors had over Ron Johnson and his control of JCPenney resources.
