Dominated by countries like Saudi Arabia, Qatar, Jordan, and Libya, the HRC is known to be hostile toward Israel. I once stood in line for a tour of the UN, and there was a union working trimming a hedge. He was working so slowly that I wasn't sure he could keep up with a single row's growth rate - let alone the whole front facade. The UN is a collosal waste of funds and time.

I never even realized HP did business with Israel, but when I need my next laptop, I'll give them a call. (Caterpillar was always a given should I ever need such equipment)
