I have to wonder about this- Traditionally, it is called "entrenching". They are worried their God and Idol, Øbama is about to lose the election, so to protect their agenda, they build it into the bureaucracy, anchor it with a blessed sounding name, like "Save the Planet from environmental demons" to dare the next administration from squashing it without serious political back lash. It is happening all over the Federal system, in thousands of ways and when the "Won" actually loses the election, his last two months will be rampant with it.
