At the same time, 2,800 Head Start leaders spent a total of $752,059 attending a three-day conference in National Harbor, MD. To reduce the growing prison population and escalating prison costs, the U.S Bureau of Prisons says it is now revising its "compassionate release" rules so more ailing and aging inmates can be freed. A report from the Justice Department´s inspector general says the revised rules will expand the compassionate release program by making inmates with a life expectancy of up to 18 months eligible for consideration (versus the current 12 months). The revised rules also will explain what level of functioning is "extraordinary and compelling" enough for inmates to be considered for release.

Late Tuesday, the bipartisan Gang of Eight released a new version of its comprehensive immigration reform bill to the Senate. Now 867 pages — up from the original 844 — the bill, known as a substitute, is filled with corrections and rewordings of portions of the first bill. But it appears there are some substantive changes — including a whopping change that makes a key part of reform ten times more expensive than previously thought. The bill establishes a “Comprehensive Immigration Reform Trust Fund” to cover the various costs of reform.
