This is not "soft bigotry". This is real bigotry - the BoE has stated blacks are incapable of achieving academic excellence. They are saying blacks are cognitively inferior. That kids, is Robert Byrd KKK grade racism.

No it isn't.
FL want to increase the reading and math skills to at or above normal for 74% of the black kids in their schools. The current skills are 38%. That is an increase of 36% of the students in 6 short school years. That is substantially higher than the increase anticipated for Asian, white, and Hispanic students.
It won't happen unless the kids' parents get behind this goal.

No one will admit how they lowered standards for everyone in the 1970s and 1980s to make minorities look better. If test scores for blacks are in the toilet, then it is an honest assessment to say that they might not rise as quickly as white students. But as they progress, the bar can continue to be raised. The bar just isn't there at all right now.

If the standards were as high as they are supposed to be and every student either had to achieve the standard or be held back, there'd be riots in every city in America with over 500K population. Few students cold cut it and still fewer of some kids could cut it.

I've taught at Title 1 schools and I can attest to the fact that there are black and hispanic students who can compete with anyone. I hate that they are being told, as a group, that they are some how inferior. I'm not sure exactly how soft that bigotry is...
How about setting percentage improvements for individual students? Take them where they are and see what you can do to move them up? Vouchers would be nice, too.

The NAACP and every liberal organization in this country have supported and defended low expectations of blacks and Hispanics since the Civil Rights Act or before. How embarrassing and shameful it must be for each minority generation to find they are "not smart enough" to compete with white students. Their anger and resentment is directed at whites by the very liberal establishment that defines their inferiority. Obama came along at the wrong time for this generation.

President Obama’s big rally tonight turned out to be just like his first, opening salvo of the 2012 campaign: a half-empty arena in Ohio. According toRealClearPolitics’ Scott Conroy, there were “empty seats scattered around the upper-level of Nationwide Arena … Four years ago, after all, Obama was easily filling venues larger than that …” The event even featured Bruce Springsteen and Jay-Z, and Obama still couldn’t fill it out. As it turns out, the empty seats didn’t look exactly “scattered.” They looked like substantial portions of the upper bowl of the arena, according to photos tweeted by those in attendance:

Vice President Joe Biden on Saturday struggled to draw 1,000 people at two campaign events in Colorado, one of the most important swing states this election. Republicans in Colorado have said they have not seen this much enthusiasm for the top of a Republican ticket in a decade, which is a contrast from Democrats, who are seeing a diminished level of enthusiasm from 2008. The Illinois Republican party claims early and absentee voting has precipitously fallen since the 2008 presidential election. According to the numbers, at this point in 2008, there were 260,376 early voters and 304,290 absentee voters. Now, the party maintains, there are 195,064 early voters and 46,232 absentee voters. Obama said America needs to start enrolling 4-year-olds to make sure the children are “better prepared for the demands of the global economy” and to help parents save on "child-care costs." Health and Human Services (HHS) Secretary Kathleen Sebelius conceded Monday that implementing the Affordable Care Act has been more complicated and frustrating than the Obama administration expected, largely due to Republicans who have opposed the law´s state-based exchanges and Medicaid expansion. In a stunning end to one of the most aggressively unsuccessful tenures in retail history, JCPenney (JCP) last night announced that CEO Ron Johnson would be leaving effective immediately. Myron Ullman, Johnson´s predecessor at JCPenney, takes office as CEO. When Johnson was initially wooed by JCPenney, it was to serve as CEO with Ullman as Chairman. In January 2012, Ullman was unceremoniously removed from the board. Gone with Ullman was any control the Board of Directors had over Ron Johnson and his control of JCPenney resources.
