Of course it is a socialist plot, though it is perfectly possible the principal plotters are themselves unaware of it. Economic naifs like Obama and most other Leftists don't understand how the world works. They don't understand human beings - including themselves. And for people who like to brag about their intelligence and education, they are remarkably ignorant of history.
If Obama knew anything about history besides slogans and sound bites he would know that whenever the government "invests" in something there is always colossal waste, corruption and fraud. Much of the money "invested" in the transcontinental railroad and other railroads went into the pockets of cronies and crooked politicians. Thus it comes as no surprise that Obama's "investments" in green energy have done the same. Public officials either do not know how to use public funds wisely - or they are too corrupt to do so. They have no skin in the game, moneywise. It is misleading to speak of "investing" when those responsible for the "investments" have nothing at stake. The correct word would be disbursing or allocating. Such disbursements and allocations are made, not on financial, i.e. reality based considerations, but solely upon political grounds.
People like Obama and other Leftists should never, ever be given authority over public monies or anything else of national importance. They are like children who have no idea how the world actually works but are guided by their fantasies, whims and wishful thinking. Unlike children, however, they seldom learn from experience. They make the same mistakes again and again because their fantasies are more important to them than the real world.

Let THE MARKET invest in green energy; you, Obama, don't have the right to take the public's money and invest it wherever you want. I use the term "invest" loosely because you, Obama, have used public money to invest in your own re-election by handing it over to crony corporations that will use that money to support your campaign.
That is corruption at the highest level.

Briefly, "clean coal" means that many coal producers will close as they cannot afford to meet the terms of the mandate. Obama and the EPA know that and that is their goal.

There is a 3-part policy being pushed by this administration.
Part 1 is green energy which is given fat subsidies to enrich politically connected friends and help it compete with conventional power
Part 2 is to monkey-wrench conventional power by attacking hydraulic fracturing, reneging on permits approved for mountain top removal, closing Yucca Mtn, denying the permit for Keystone XL, and the moratoriums and permitorium on drilling in the Gulf of Mexico.
Part 3 is paying eco groups to sue the EPA.

SANFORD - Trayvon Martin´s parents have settled a wrongful death claim for an amount believed to be more than $1 million against the homeowners association of the Sanford subdivision where their teenage son was killed.
