California Governor Jerry Brown told state regulators to immediately allow oil refineries to make an early transition to winter-blend gasoline to help bring record prices at the pump under control. “Gas prices in California have risen to their highest levels ever, with unacceptable cost impacts on consumers and small businesses,” Brown said in a statement today. “I am directing the Air Resources Board to immediately take whatever steps are necessary to allow an early transition to winter-blend gasoline.” Winter-blend gasoline typically isn’t sold until after Oct. 31.

Comments:
Exxon-Mobil's Torrance refinery shut down October 1 due to a power failure. That in addition to a fire in a Northern California refinery in August and possible contamination in a pipeline carrying crude caused our present mess. Or so they say.

Moonbeam took his time. He mustn't get the voters down on him before they vote on his latest big tax boondoggle November 6.

Maybe Californians should have asked for a couple more refineries to have been built. They have contributed to their own state's demise.

Now Gov. Moonbeam owns the $6 gas problem.
There is plenty of gas in New Mexico at $3.60 a gallon. Has Moonbeam allowed that to be trucked in?
This is a 'man caused disaster' that the Democrats in Sacramento and Brown have created.

I think this will make it easier to bring fuel into CA. Nearby states probably don't have any CA Summer Grade on hand.

The article doesn't really say this will increase the gasoline supply. Says it may.

"may" and "could" and "might" mean nothing from a politician.

Right off hand I see no reason to think CA refineries can produce winter fuels faster than summer fuels. Which is why I think it is about bringing gasoline into CA.

From a report Friday:

To bring down high gasoline prices, the California Independent Oil Marketers Association, which represents independent station operators, filed for a waiver with state regulators asking that they be able to sell winter blend fuel now.

The annual switch from the more complicated summer formula to the easier-and-faster-to-make winter blend doesn't officially happen until October 30.

"Allowing winter gasoline to be used sooner in California will certainly provide additional supply very quickly and that would help with prices," said Gordon Schremp with the California Energy Commission.

Just this week, parts of the state suffered through a heat wave when summer fuels can help fight off health-damaging pollution.

"Cleaner-burning gasoline, or California gasoline, is a key control measure. It cuts the emissions that cause smog and send people to hospitals and emergency rooms," said Bonnie Holmes-Gen with the American Lung Association.


I will not be contributing to the American Lung Association any time soon.

Of course, switching back to the `winter blend` will temporarily raise prices but don`t let that get in the way. It`s not as if the refineries can simply throw a switch.

Filled up my truck today at the neighborhood QT in the Atlanta, GA suburbs.

(The news keeps reporting the Average nationwide price over $4.50. Of course, the CA prices skew the average way up)

There is a shortage of gasoline in CA because of a fire at Chevron and an upset in another refinery. The US gulf coast is awash in gasoline because they are capitalizing on the 700,000 bpd the light sweet oil coming out of tight formations in TX on top of the 1,100,000 bpd coming out of conventional formations. They can start shipping it as soon as CA will allow it to be used.

Jeff Bauman, the Boston Marathon bombing victim who became the face of a nation´s sorrow when he was photographed being rushed from the horror scene missing a leg, paid a birthday visit to a fellow victim at Boston Medical Center, NBC affiliate 7 News reported.
