The disappearance of American tourist Carla Stefaniak in Costa Rica – and the grim discovery of a body in the backyard of her AirBnB – is shedding light on the growing violence in the Central American country, which had long been considered safe. Authorities are awaiting an autopsy to confirm that the remains, found on Tuesday, are those of Stefaniak. The 36-year-old Florida resident disappeared Nov. 28 from the capital, San Jose. She had been visiting Costa Rica with her sister-in-law, April Burton, to celebrate her birthday. According to a GoFundMe, Burton left last Tuesday while Stefaniak was scheduled

In every relatively poor tourist destination the indigents eventually become very jealous and envious of the rich Americanos. Mexico has always been one of the most dangerous
and they have managed to cripple their own tourist business by allowing crime right in the middle of the resort areas.

Some suspicious circumstances here though, a flight check-in not followed by a flight, a go fund me account involved. This may also have been a murder by friends or an attempted disappearance.

Costa Rica is a fine country with many wonders to see. The people have always be supportive of the United States and many rural residents are Mennonites who immigrated from Germany many decades ago. Keep the prejudice under control.

Their "best in the region" murder rate is about 3 times the USA.

And most of our murder rate is due to a few fine places like St. Louis, Detroit, Chicago and more big cities - and even there, it is a highly localized phenomenon - pretty much confined to certain ethnic communities, easily avoided if you know the city.

The 90% rest of the USA has probably well below a 1.0 per 100K murder rate.

... the murder rate in the country of 4.9 million has been on the rise, with a record-high of 603 people killed in 2017.

Just to keep things in perspective... that means Costa Rica is probably safer than Chicago.

(Never have been there... but if you´re smart and not participating in activities or visiting areas that would expose you to undue risk, your chances of not being victimized are probably excellent.)

I will only call ahead and pick up in future, not stay there to eat for an hour.

#8, comparing is done on a per capita basis to show your odds of becoming a victim, with different sized population groups.

The article says country population of 4.9 million, 603 murders, 12 per 100,000 (over the whole country).

Chicago in 2016 had 650 killed, city population is 2.7 million. So, Chicago has a murder rate of 24 per 100,000.

So, statistically, you are twice as likely to be killed in Chicago compared to Costa Rica.

And you are statistically 3 times a likely to be killed in CR than in the USA, in general, but, clearly, the risk is not even remotely uniformly distributed in the USA.

It may actually be a lot worse in San Jose (capital of CR), less than 300K people and likely has the great majority of the murders. If it was 75% of them, the city rate would be 150 per 100K. If only half of them, 301, happened in San Jose, the rate would be 100 per 100,000 - or 1 per 1,000.

These 100-150 per 100,000 rates are fairly typical for South American big cities, which are 10-15 times more dangerous than Chicago, and 25-50 times as dangerous as the USA overall. And probably 300-500 times more dangerous than some medium sized city in Kansas or Nebraska.

Would be interesting to see some stats on the birthplaces of convicted murderers in CR, which has no death penalty.

California regulators are nixing a plan to tax mobile phone messaging following a ruling by federal telecommunications regulators. The controversial "text tax," which drew opposition from wireless providers and business groups, had originally been introduced as a means to fund programs that make phone service accessible to low-income residents. The Federal Communications Commission last week classified messaging as an information service rather than a telecommunications service. California Public Utilities Commissioner Carla Peterman withdrew the plan "in light of the FCC´s action" on Dec. 12, regulators said Friday. The surcharge would have supported the Public Purpose Program budget amid declining telecom
